Classes in the same or different semester(s) may be scheduled on weekday daytime / evenings, weekends and / or during long holidays at the Tai Po Campus / Tseung Kwan O Study Centre / North Point Study Centre / West Kowloon Study Centres / Kowloon Tong Satellite Study Centre and/or other locations as decided by the University.

Chinese (mainly Putonghua)

  • Applicants should normally hold a recognised bachelor’s degree or equivalent, preferably possess prior knowledge in statistics, data science or equivalent disciplines. Shortlisted applicants may be required to attend an interview.
  • Chinese Language Proficiency Requirements

Applicants from countries/regions where Chinese is not the official language are expected to demonstrate a specific level of proficiency in Chinese (Putonghua) to ensure they can fully participate in and benefit from the programme. Acceptable evidence includes one of the following qualifications:

  • A pass in the Hong Kong Examinations and Assessment Authority Advanced Level Putonghua Test; or
  • Level 2B (二級乙等) or above in the Putonghua Proficiency Test (PSC / 普通話水平測試) conducted by the National Language Commission of China; or
  • Level 3 or above in the oral component of the Language Proficiency Assessment for Teachers (Putonghua) (LPAT(PTH-Oral)) administered by the Hong Kong Education Bureau and Hong Kong Examinations and Assessment Authority; or
  • Level 5 in the new Chinese Proficiency Test (HSK) with at least 70 marks in each of Listening, Reading, and Writing, plus Level Advanced (高級) in the HSK Speaking Test (HSKK) with at least 70 marks; or
  • Level Intermediate 3 (中等三級) or above in the Test of Proficiency in Chinese (TOP / 華語文能力測驗) administered by National Taiwan Normal University.

Tuition Fee: HK$158,400 (Provisional and subject to adjustment)

Tuition fees paid are normally not refundable or transferable. Extension fees will be charged to students who have to extend their studies beyond the normative period of study (i.e. 1 year for full-time).

(a) Master of Science in Education Policy and Management Programme Entrance Scholarship 2026/27

This scholarship will be awarded to three high-calibre students in recognition of their outstanding academic achievements and professional and/or policy and management experience in the education sector. Funding of HK$30,000 each will be offered to three local and non-local Year 1 MSc(EPM) students admitted in the 2026/27 intake.

(b) Master of Science in Education Policy and Management Programme Educational Science Scholarship 2026/27

This scholarship will be awarded to three MSc(EPM) students in recognition of their outstanding track record of implementing innovative initiatives in education policy and management, and putting relevant concepts into data-driven and evidence-based practice. The scholarship will be funded by the Department of EPL. Funding of HK$30,000 each will be offered to three local and non-local MSc(EPM) students in the 2026/27 intake.

  • Students who have fulfilled the programme requirements will be conferred the degree upon the approval of the University's Academic Board. The University bears no responsibility for the evaluation of its degrees outside of HKSAR. Students are advised to consult with the relevant authority(ies) for the prevailing rules/regulations.
  • Individuals who would seek qualification certification in Chinese Mainland after graduation should contact the Chinese Service Centre for Scholarly Exchange (CSCSE) 中國(教育部) 留學服務中心 for updated details.
  • The certification in Chinese Mainland is an independent process from the conferral of academic qualification in HKSAR by the University. For the avoidance of doubt, no warranties are given in respect of individual graduate's qualification certification or recognition in Chinese Mainland or any other professional qualification or license outside HKSAR.
  • CSCSE  takes a very prudent approach in evaluating each application, including the students' residential period in HKSAR during the entire study period. When evaluating graduates' credentials, the full border entry and exit records of individual applicants will be examined.
  • Students who would pursue credential recognition should be aware that short stays in HKSAR during the study period may not fulfil the CSCSE residential requirements, leading to possible uncertainty and risks to their credential recognition.
  • Students are seriously advised to consider the above when making personal plans, such as accommodation and travel plans from HKSAR, etc. and make necessary arrangements where appropriate. 
  • It is the responsibility of the students to be familiar with and comply with the University regulations and guidelines governing the Taught Postgraduate Programmes. Students should refer to the Graduate School website for the General Academic Regulations and the Code of Practice for Taught Postgraduate Programmes for details.
