Council

The Chancellor of the University is the Chief Executive of Hong Kong. The Education University of Hong Kong Ordinance makes provision for an executive governing body, the Council.

Council Members

David Wong

Chairman

Dr David WONG Yau-kar (黃友嘉博士), GBS, JP

Dr David Wong received a PhD in Economics at the University of Chicago in 1987. He previously served as an Economist at the Federal Reserve Bank of Philadelphia. Dr Wong has since worked in various industries including corporate finance, manufacturing and trading. He currently serves as a non-executive director at a number of listed and non-listed companies.

Dr Wong actively participates in various community services. He is presently Hong Kong Deputy to The National People’s Congress, a member of the Chief Executive’s Council of Advisers on Innovation and Strategic Development and also a member of Exchange Fund Advisory Committee. Dr Wong is also Chairman of the Panel of Advisors of the Land Sharing Pilot Scheme and Chairman of the Board of Governors of HKCT Institute of Higher Education. He previously served as President of the Chinese Manufacturers’ Association of Hong Kong (2010-2011).

 

Dr Wong was conferred an Honorary Fellow by Lingnan University in 2012, the Vocational Training Council in 2013, Hong Kong Baptist University in 2018 and The Open University of Hong Kong in 2020, respectively.

 

Dr Wong was appointed a Justice of the Peace (JP) in 2010 and was awarded a Bronze Bauhinia Star (BBS) and a Gold Bauhinia Star (GBS) in 2012 and 2017 respectively. (Last update: 6 October 2021)

Dieter Yih

Mr Dieter YIH (葉禮德先生), JP

Mr Dieter Yih is a partner of Kwok Yih & Chan, Solicitors. His practice focuses on capital markets, corporate finance, securities, mergers & acquisitions in Hong Kong, mainland China and the Asian region. He is currently the Chairman of the Financial Dispute Resolution Centre, a Member of the Education Commission, a Member of the Quality Education Fund Steering Committee, a Member of the Standing Committee on Judicial Salaries and Conditions of Service, a Member of the Standing Committee on Legal Education and Training, and the Chairman of the King’s College London Hong Kong Foundation. Susanna Chiu

Ms Imma LING Kit-sum (凌潔心女士)

Ms Imma Ling is a Certified Public Accountant and a retired assurance partner of PricewaterhouseCoopers. She is Independent Non-executive Director of Wise Ally International Holdings Limited, Raymond Industrial Limited and EVA Precision Industrial Holdings Limited; all of which are listed on the Main Board of The Hong Kong Stock Exchange.

She is also a Board Member of the Estate Agents Authority, a Council Member of Hong Kong Federation of Youth Groups, an Executive Committee Member of Hong Kong Youth Hostels Association, a Member of the Appeal Board Panel (Town Planning), and a Member of Hospital Governing Committee. Ms Ling is a Member of the Hong Kong Institute of Certified Public Accountants, Association of Chartered Certified Accountants, Chartered Professional Accountants, Canada (CMA, Ontario), and Chartered Institute of Management Accountants. Sylvia Chan

Ms Sylvia CHAN May-kuen (陳美娟女士), MH

Ms Sylvia Chan is currently the Principal of Ying Wa Primary School. Passionate about contributing to society, she is a member of several social organisations and government departments, including the Advisory Council on the Environment, Social Welfare Advisory Committee, Committee on Professional Development of Teachers and Principals, Hong Kong St. John Ambulance, Hong Kong Arts Development Council, Steering Committee on Prevention and Control of Non-Communicable Diseases and Steering Committee for Jockey Club BEAM Plus in Schools Project.

She is also the Chairperson of the Education Committee of World Wide Fund for Nature (HK), the Convenor of the Education Working Group under the Environmental Campaign Committee, and the Director of Hong Kong Education City Limited (HKEdCity). Ms Chan was also awarded the Chief Executive’s Commendation for Community Service and the Award of Excellent Educational Administration in 2013, and the Medal of Honour in 2019. Anissa Chan

Dr Anissa CHAN WONG Lai-kuen (陳黃麗娟博士), SBS, MH, JP

Dr Anissa Chan was the Principal of St. Paul’s Co-educational College and the Supervisor of St. Paul’s Co-educational College Primary School (2004-2017), and has been the Supervisor of Sheng Kung Hui Kindergarten since 2004. In addition to many public services, Dr Chan is currently Chairman of the Standing Committee on Language Education and Research, Chairman of the Task Force on Review of School Curriculum, Founding Chairman of the Hong Kong Principals’ Institute, Honorary Court Member of the Hong Kong University of Science and Technology, Member of the Advisory Committee on Teacher Education (Faculty of Education, The Chinese University of Hong Kong), Member of Presidential Advisory Group of the University, Scholar-Practitioner Fellow of Asia Pacific Centre for Leadership and Change, Member of the Independent Police Complaints Council, Honorary Fellow of the University, Member of the Board of Governors of Centennial College, The University of Hong Kong and Member of the ICAC Complaints Committee. Tony Choi

Mr Tony CHOI Siu-chow (蔡少洲先生), JP

Mr Tony Choi is an Executive Director of Hong Kong Garment Manufacturing Co. Ltd., and a Director of a number of private companies in various industries. He is a current member of the Committee on Professional Development of Teachers and Principals (COTAP), the Supervisor of Yan Chai Hospital Choi Hin To Primary School, and a Director of the Hong Kong Chiu Chow Chamber of Commerce. He previously served on the Board of the Hong Kong Science & Technology Parks Corporation, Hong Kong Applied Science and Technology Research Institute (ASTRI), Logistics and Supply Chain MultiTech R&D Centre (LSCM), and was a Council Member of Lingnan University. Joanna Li

Mrs Joanna LI LAU Lai-hing (李劉麗卿女士), MH

Mrs Joanna Li is the Managing Partner of King and Company, Solicitors & Notaries. She is also a China-Appointed Attesting Officer. Throughout her career, Mrs Li has acquired ample experience and knowledge in the areas of commercial, dispute resolution, family disputes, regulatory and real estate. Outside of the legal sphere, Mrs Li has been a devoted member of public offices. Currently, she is a member of the Court of The Open University of Hong Kong and a Chairman of the Appeal Panel constituted under section 45 of the Buildings Ordinance (Cap. 123).

Previously, Mrs Joanna Li served on the Council of The Open University of Hong Kong (Council Member, Chairperson of the University’s Human Resources Committee and Chairperson of the University’s Main Tender Board), Social Workers Registration Board – Disciplinary Committee Panel, Social Welfare Department – Lump Sum Grant Independent Complaints Handling Committee, Social Welfare Department – Lotteries Fund Advisory Committee, Women’s Commission, Hong Kong Institute of Certified Public Accountants – Disciplinary Committee Panel & Investigation Committee Panel, the Board of Directors of the HKSAR Surviving Spouses’ and Children’s Pensions Scheme, and Hong Kong Mediation Centre (Vice President). Kennedy Liu Tat-yin

Mr Kennedy LIU Tat-yin (廖達賢先生)

Mr Kennedy Liu Tat-yin is a partner at PricewaterhouseCoopers (PwC). He is the leader of PwC’s Capital Markets Services in China (including mainland China and Hong Kong) and Asia-Pacific. 

 

Mr Liu holds an MBA degree from the University of Warwick, U.K., and is a Certified Public Accountant in Hong Kong. He was selected by the Hong Kong Institute of Certified Public Accountants (HKICPA) as the ‘Young Accountant of the Year 1999’, recognising his achievements, and contribution to the accountancy profession and the community. He is an Honorary Fellow of the Vocational Training Council.

Mr Liu is active in serving the community. He is the Vice-Chairperson of The Hong Kong Council of Social Service, the Chairman of the Employees Compensation Assistance Fund Board of the Government of Hong Kong SAR, among others. In the past, he served as an elected Council Member of the HKICPA, a Council Member of the City University of Hong Kong, a Council Member of the Vocational Training Council, among others. Lui Hon-kwong

Professor LUI Hon-kwong (呂漢光教授)

Professor Lui Hon-kwong is the Associate Vice-President (Projects) and Professor of the Department of Marketing and International Business at Lingnan University. He received his PhD in economics from The University of Hong Kong and worked for a few years as a marketing executive in the retail industry and as Statistician in the civil service.

He was the member of the EcoPark Advisory Committee, Solicitors Disciplinary Tribunal Panel and Disciplinary Panel A of the Hong Kong Institute of Certified Public Accountants. Moreover, he was a Council Member of the Hong Kong Examinations and Assessment Authority and Deputy Chairman of its Research and Development Committee. (Last update: 2 August 2021)

Enboa Wu

Professor Enboa WU (吳恩柏教授)

Professor Enboa Wu is currently Senior Advisor to Vice-President for Research and Development of The Hong Kong University of Science and Technology (HKUST). Before joining HKUST, he devoted 10 years in Hong Kong Applied Science and Technology Research Institute (ASTRI) as a Vice President and Founding Group Director. Under his leadership, the team invented 60% of ASTRI’s total patents, created six start-ups, and received 30 technology awards.

Before joining ASTRI, Professor Wu was the Deputy General Director of ERSO/ITRI in Taiwan and led the semiconductor backend team and the flat panel display team. Both were the largest applied research teams in Taiwan in support of the two Taiwan’s world-class industries. Professor Wu received his PhD degree from the University of California at Berkeley. He started his career in Silicon Valley and then devoted 15 years as a professor at National Taiwan University. He is a fellow of IEEE and ASME, and a registered professional civil engineer in California and Taiwan. (Last update: 2 August 2021)

Mr YAU Siu-hung (邱少雄先生), MH

Mr Yau Siu-hung is currently the Principal of Yan Chai Hospital Wong Wha San Secondary School. He is the Chairman of New Territories School Heads Association, the Chairman of Hong Kong Teachers’ Association, a member of the Hong Kong Examinations and Assessment Authority Council, the Vice-Chairman of the Research and Development Committee of the Hong Kong Examinations and Assessment Authority, a member of Committee on Home-School-Co-operation of Education Bureau, the Chairman of Sai Kung District Youth Programme Committee, and the Vice-Chairman of Sai Kung District School Heads Association. 

Mr Yau is also a member of Steering Committee on Prevention and Control of Non-Communicable Diseases, a Co-opted member of Ocean Park Corporation Education Committee, a member of the Health Education and Health Promotion Foundation and the Chairman of Tseung Kwan O Cultural and Recreational Centre. Enboa Wu

Mr Eric YEUNG Chuen-sing (楊全盛先生), JP

Mr Eric Yeung is the Chief Executive Officer and Co-founder of Skyzer VC Group and is active in the innovation & technology industry. He is the Founding President of the Esports Association Hong Kong, the Founder and Honorary President of Smart City Consortium and the Honorary Associate Professor of Lee Shau Kee School of Business and Administration at The Open University of Hong Kong.

Mr Yeung is also the Director of Hong Kong Cyberport Management Company Limited. With regard to youth development, Mr Yeung advocates youth contribution to society. He disseminates positive information to the public with a view to shaping a harmonious society with innovative technology. Ms Jennifer Yeung is a Director of The Glorious Sun Holdings Limited. She is also active in public services in Hong Kong. Enboa Wu

Professor Ben YOUNG (楊立偉教授)

Professor Ben Young is Vice President (Student and International Affairs) and Chair Professor of Steel Structures of The Hong Kong Polytechnic University, overseeing the institutional policies and plans related to student development and promotion of culture, as well as the global engagement endeavours in educational initiatives involving the establishment of partnership with leading universities and strategic partners in overseas countries. He is an advisory member of the American Institute of Steel Construction for the Committee on Structural Stainless Steel.

He served as a panel member for the Research Assessment Exercise 2014 in the Built Environment Panel under the University Grants Committee, Hong Kong. Professor Young is currently a Co-Editor-in-Chief of the Journal of Constructional Steel Research, published by Elsevier. He has published over 600 international journal and conference papers, of which over 300 are SCI indexed journal papers. He has an h-index of 51 in Scopus. Professor Young received the Shortridge Hardesty Award for his research contributions to the stability design of cold-formed steel and stainless steel structures given by the American Society of Civil Engineers in 2020.
