The Chancellor of the University is the Chief Executive of Hong Kong. The Education University of Hong Kong Ordinance makes provision for an executive governing body, the Council.
Dr David WONG Yau-kar (黃友嘉博士), GBS, JP
Dr David Wong received a PhD in Economics at the University of Chicago in 1987. He previously served as an Economist at the Federal Reserve Bank of Philadelphia. Dr Wong has since worked in various industries including corporate finance, manufacturing and trading. He currently serves as a non-executive director at a number of listed and non-listed companies.
Dr Wong actively participates in various community services. He is presently Hong Kong Deputy to The National People’s Congress, a member of the Chief Executive’s Council of Advisers on Innovation and Strategic Development and also a member of Exchange Fund Advisory Committee. Dr Wong is also Chairman of the Panel of Advisors of the Land Sharing Pilot Scheme and Chairman of the Board of Governors of HKCT Institute of Higher Education. He previously served as President of the Chinese Manufacturers’ Association of Hong Kong (2010-2011).
Dr Wong was conferred an Honorary Fellow by Lingnan University in 2012, the Vocational Training Council in 2013, Hong Kong Baptist University in 2018 and The Open University of Hong Kong in 2020, respectively.

Mr Dieter Yih is a partner of Kwok Yih & Chan, Solicitors. His practice focuses on capital markets, corporate finance, securities, mergers & acquisitions in Hong Kong, mainland China and the Asian region. Ms Imma LING Kit-sum (凌潔心女士)
Ms Imma Ling is a Certified Public Accountant and a retired assurance partner of PricewaterhouseCoopers. She is Independent Non-executive Director of Wise Ally International Holdings Limited, Raymond Industrial Limited and EVA Precision Industrial Holdings Limited; all of which are listed on the Main Board of The Hong Kong Stock Exchange.
She is also a Board Member of the Estate Agents Authority, a Council Member of Hong Kong Federation of Youth Groups, an Executive Committee Member of Hong Kong Youth Hostels Association, a Member of the Appeal Board Panel (Town Planning), and a Member of Hospital Governing Committee. Ms Sylvia CHAN May-kuen (陳美娟女士), MH
Ms Sylvia Chan is currently the Principal of Ying Wa Primary School. Mrs Joanna Li is the Managing Partner of King and Company, Solicitors & Notaries. She is also a China-Appointed Attesting Officer. Throughout her career, Mrs Li has acquired ample experience and knowledge in the areas of commercial, dispute resolution, family disputes, regulatory and real estate. Outside of the legal sphere, Mrs Li has been a devoted member of public offices. Mr Kennedy LIU Tat-yin (廖達賢先生)
Mr Kennedy Liu Tat-yin is a partner at PricewaterhouseCoopers (PwC). He is the leader of PwC’s Capital Markets Services in China (including mainland China and Hong Kong) and Asia-Pacific.
Mr Liu holds an MBA degree from the University of Warwick, U.K., and is a Certified Public Accountant in Hong Kong. Professor LUI Hon-kwong (呂漢光教授)
Professor Lui Hon-kwong is the Associate Vice-President (Projects) and Professor of the Department of Marketing and International Business at Lingnan University. He received his PhD in economics from The University of Hong Kong and worked for a few years as a marketing executive in the retail industry and as Statistician in the civil service.

Professor Enboa WU (吳恩柏教授)
Professor Enboa Wu is currently Senior Advisor to Vice-President for Research and Development of The Hong Kong University of Science and Technology (HKUST). Before joining HKUST, he devoted 10 years in Hong Kong Applied Science and Technology Research Institute (ASTRI) as a Vice President and Founding Group Director. Under his leadership, the team invented 60% of ASTRI’s total patents, created six start-ups, and received 30 technology awards.
Before joining ASTRI, Professor Wu was the Deputy General Director of ERSO/ITRI in Taiwan and led the semiconductor backend team and the flat panel display team. Both were the largest applied research teams in Taiwan in support of the two Taiwan’s world-class industries. Professor Wu received his PhD degree from the University of California at Berkeley. He started his career in Silicon Valley and then devoted 15 years as a professor at National Taiwan University. Mr Yau Siu-hung is currently the Principal of Yan Chai Hospital Wong Wha San Secondary School. Professor Ben Young is Vice President (Student and International Affairs) and Chair Professor of Steel Structures of The Hong Kong Polytechnic University, overseeing the institutional policies and plans related to student development and promotion of culture, as well as the global engagement endeavours in educational initiatives involving the establishment of partnership with leading universities and strategic partners in overseas countries.
