The Chancellor of the University is the Chief Executive of Hong Kong. The Education University of Hong Kong Ordinance makes provision for an executive governing body, the Council.
Dr David WONG Yau-kar (黃友嘉博士), GBS, JP
Dr David Wong received a PhD in Economics at the University of Chicago in 1987. He previously served as an Economist at the Federal Reserve Bank of Philadelphia. Dr Wong has since worked in various industries including corporate finance, manufacturing and trading. He currently serves as a non-executive director at a number of listed and non-listed companies.
Dr Wong actively participates in various community services. He is presently Hong Kong Deputy of The National People’s Congress, a member of the Chief Executive’s Council of Advisors on Innovation and Strategic Development, a member of the Financial Leaders’ Forum and also a member of Exchange Fund Advisory Committee. Dr Wong is also Chairman of the Panel of Advisors of the Land Sharing Pilot Scheme and Chairman of the Board of Governors of HKCT Institute of Higher Education. He previously served as President of the Chinese Manufacturers’ Association of Hong Kong (2010-2011).
Dr Wong was conferred an Honorary Fellow by Lingnan University in 2012, the Vocational Training Council in 2013, Hong Kong Baptist University in 2018 and The Open University of Hong Kong in 2020, respectively.

Mr Dieter YIH (葉禮德先生), JP
Mr Dieter Yih is a partner of Kwok Yih & Chan, Solicitors. His practice focuses on capital markets, corporate finance, securities, mergers & acquisitions in Hong Kong, mainland China and the Asian region. Ms Imma LING Kit-sum (凌潔心女士)
Ms Imma Ling is a Certified Public Accountant and a retired assurance partner of PricewaterhouseCoopers. She is Independent Non-executive Director of Digital Hollywood Interactive Limited, Wise Ally International Holdings Limited, Raymond Industrial Limited and EVA Precision Industrial Holdings Limited; all of which are listed on the Main Board of The Hong Kong Stock Exchange.
She is also a Board Member of the Estate Agents Authority, a Council Member of Hong Kong Federation of Youth Groups, an Executive Committee Member of Hong Kong Youth Hostels Association, a Member of the Appeal Board Panel (Town Planning), and a Member of Hospital Governing Committee. Ms Sylvia CHAN May-kuen (陳美娟女士), MH
Ms Sylvia Chan is currently the Principal of Ying Wa Primary School. Passionate about contributing to society, she is a member of several social organisations and government departments, including the Advisory Council on the Environment, Social Welfare Advisory Committee, Committee on Professional Development of Teachers and Principals, Hong Kong St. John Ambulance, Hong Kong Arts Development Council, Steering Committee on Prevention and Control of Non-Communicable Diseases and Steering Committee for Jockey Club BEAM Plus in Schools Project.

Mr Tony Choi is an Executive Director of Hong Kong Garment Manufacturing Co. Ltd., and a Director of a number of private companies in various industries. Mr Glenn FOK (霍經麟先生)
Mr Glenn Fok is a Board Member of the Financial Services Development Council and its Market Development Committee. He is also a member of the West Kowloon Cultural District Authority (WKCDA) Board and a member of several committees under the WKCDA Board. In mid-June 2019, Mr Fok was appointed an Independent Non-executive Director of China Construction Bank (Asia) Corporation Limited. During his 32 years of investment banking and corporate finance career, he led many landmark initial public offerings, domestic and cross-border mergers and acquisitions, complex debt and equity issuances, corporate restructuring and re-organisation, and strategic financial advisory transactions. Prior to joining UBS, Mr Fok was the Head of Investment Banking Services and Joint Head of Corporate Finance of Schroders Asia Limited. Mrs Joanna LI LAU Lai-hing (李劉麗卿女士), MH
Mrs Joanna Li is the Managing Partner of King and Company, Solicitors & Notaries. She is also a China-Appointed Attesting Officer. Throughout her career, Mrs Li has acquired ample experience and knowledge in the areas of commercial, dispute resolution, family disputes, regulatory and real estate. Outside of the legal sphere, Mrs Li has been a devoted member of public offices. Professor LUI Hon-kwong (呂漢光教授)
Professor Lui Hon-kwong is the Associate Vice-President (Further Education and Projects) and Professor of the Department of Marketing and International Business at Lingnan University. He received his PhD in economics from The University of Hong Kong and worked for a few years as a marketing executive in the retail industry and as Statistician in the civil service.

Professor Enboa WU (吳恩柏教授)
Professor Enboa Wu is currently Associate Vice-President for Knowledge Transfer (AVP-KT) of The Hong Kong University of Science and Technology (HKUST). Before joining HKUST, he devoted 10 years in Hong Kong Applied Science and Technology Research Institute (ASTRI) as a Vice President and Founding Group Director. Under his leadership, the team invented 60% of ASTRI’s total patents, created six start-ups, and received 30 technology awards.
Before joining ASTRI, Professor Wu was the Deputy General Director of ERSO/ITRI in Taiwan and led the semiconductor backend team and the flat panel display team. Both were the largest applied research teams in Taiwan in support of the two Taiwan’s world-class industries. Professor Wu received his PhD degree from the University of California at Berkeley. He started his career in Silicon Valley and then devoted 15 years as a professor at National Taiwan University. Mr Eric YEUNG (楊全盛先生)
Mr Eric Yeung is the Chief Executive Officer and Co-founder of Skyzer VC Group, and is active in the IT industry. He is the Founding President of the Esports Association Hong Kong, the Founder and Honorary President of Smart City Consortium and the Honorary Associate Professor of Lee Shau Kee School of Business and Administration at The Open University of Hong Kong.
With regard to youth development, Mr Yeung advocates youth contribution to society. He disseminates positive information to the public with a view to shaping a harmonious society with innovative technology. Mr Yeung is the Chairman of Hong Kong United Youth Exchange Foundation. He is also a member of the Council for Sustainable Development, a member of the Committee on the Promotion of Civic Education, a member of the Small and Medium Enterprises Committee, a member of the Telecommunications Users Consumers Advisory Committee and a member of the HKTDC Innovation and Technology Advisory Committee. Professor Ben Young is Vice President (Student and International Affairs) of The Hong Kong Polytechnic University, overseeing the institutional policies and plans related to student development and culture promotion as well as the global engagement endeavours in educational initiatives involving the establishment of partnership with leading universities and strategic partners in overseas countries. He is an advisory member of the American Institute of Steel Construction for the Committee on Structural Stainless Steel.
He served as a panel member for the Research Assessment Exercise 2014 in the Built Environment Panel under the University Grants Committee, Hong Kong. Professor Young is currently a Co-Editor-in-Chief of the Journal of Constructional Steel Research, ELSEVIER. He has published over 590 international journal and conference papers, of which over 300 are SCI indexed journal papers. He has an h-index of 50 in Scopus. Professor Young received the Shortridge Hardesty Award for his research contributions to the stability design of cold-formed steel and stainless steel structures given by the American Society of Civil Engineers in 2020.
