Council Members

David WONG Yau-kar

Chairman

Dr David WONG Yau-kar (黃友嘉博士), GBS, JP

Since 1 January 2021

 

Dr David Wong received a PhD in Economics at the University of Chicago in 1987. He previously served as an Economist at the Federal Reserve Bank of Philadelphia. Dr Wong has since worked in various industries including corporate finance, manufacturing and trading. He currently serves as a non-executive director at a number of listed and non-listed companies.

Dr Wong actively participates in various community services. He is presently Chairman of Education Commission, Chairman of the Panel of Advisors of the Land Sharing Pilot Scheme and Chairman of the Board of Governors of HKCT Institute of Higher Education. He previously served as Hong Kong Deputy to the 12th & 13th National People’s Congress and President of the Chinese Manufacturers’ Association of Hong Kong (2010-2011). 

 

Dr Wong was conferred an Honorary Fellow by Lingnan University in 2012, the Vocational Training Council in 2013, Hong Kong Baptist University in 2018 and The Open University of Hong Kong (currently known as Hong Kong Metropolitan University) in 2020, respectively.

 

Dr Wong was appointed a Justice of the Peace (JP) in 2010 and was awarded a Bronze Bauhinia Star (BBS) and a Gold Bauhinia Star (GBS) in 2012 and 2017 respectively. (Last update: 2 November 2023)

Dr Terence CHAN Ho-wah

Dr Terence Chan is the Chairman of Bay Area Capital Partners Limited, a Hong Kong SFC licensed asset management firm that focuses on private equity investment in the area of real estate & infrastructure asset, property & construction technology, clean energy, fintech, environmental, social and governance (ESG) enhancement and smart cities applications. Dr Chan serves as an independent non-executive director of two listed companies on the Main Board of The Hong Kong Stock Exchange, namely, Wang On Properties Limited and Cash Financial Services Group Limited. He has been an Adjunct Professor in the Department of Real Estate and Construction of The University of Hong Kong with main areas of research in cross-border real estate investment, asset securitisation, technology application and sustainable development.

Dr Chan not only holds a PhD in Economics and an MSc in Real Estate, but also possesses professional fellow membership in CPA Australia (FCPA) and Royal Institute of Chartered Surveyors (FRICS) as well as the professional designation of Chartered Financial Analyst (CFA). He is the Chairman of ESG & Sustainable Investment Committee of Hong Kong Independent Non-Executive Director Association and a Member of the Mainland Opportunities Committee of Financial Services Development Council. He is also a Member of the Chinese Association of Hong Kong & Macao Studies of the State Council and a Member of the 2021 Election Committee of the HKSAR Government.

 

Dr Chan actively participates in education and social service. He was a Council Member of Hong Kong Baptist University. He is currently a Member of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications, the Chairman of the Advisory Board of Business Discipline of the Hong Kong Institute of Vocational Education, a Member of the Advisory Committee of Graduate Employment of The Hang Seng University of Hong Kong, a Member of the Infrastructure Development Advisory Committee of the Hong Kong Trade Development Council, the Vice-Chairman of Security and Guarding Services Industry Authority and a Member of the Witness Protection Review Board of Security Bureau, a Panel Member of Higher Rights Assessment Board and an Observer of the Independent Police Complaints Council. Ms Imma Ling is a Certified Public Accountant (Practising) and a retired assurance partner of PricewaterhouseCoopers. She is an Independent Non-executive Director of Raymond Industrial Limited, EVA Precision Industrial Holdings Limited, Arta TechFin Corporation Limited, Melbourne Enterprises Limited and ENM Holdings Limited; all of which are listed on the Main Board of The Hong Kong Stock Exchange.

She is a Council Member of The Hong Kong Federation of Youth Groups, an Executive Committee Member of Hong Kong Youth Hostels Association, an Independent Manager of the Incorporated Management Committee of Ng Yuk Secondary School and a Member of the Advisory Board of Hong Kong Institute of Information Technology of Vocational Training Council. She was also a former Board Member of the Estates Agents Authority and the Employees Compensation Assistance Fund Board. She previously served as a Member of Hospital Governing Committee and a Member of the Appeal Board Panel (Town Planning). Ms Ling is a Member of the Hong Kong Institute of Certified Public Accountants, Association of Chartered Certified Accountants, Chartered Professional Accountants of Canada and Chartered Institute of Management Accountants. Kwok Wing-keung

Mr Kwok Wing-keung is an experienced educator and has been a secondary school principal for over 20 years. He is currently the Principal of Law Ting Pong Secondary School. Mr Kwok has been active serving the education sector as well as the community. He is at present the Chairman of the Association of Secondary School Heads, Tai Po District, the Chairman of Tai Po District Youth Development and Civic Education Committee, a Member of the Education Commission, a Member of the Constitution and Basic Law Promotion Steering Committee and a Member of the Advisory Committee on Applied Physics of The Hong Kong Polytechnic University.

Mr Kwok has been a Member of the Task Force on Review of School Curriculum, a Member of the University Grant Committee, a Member of the Hong Kong Examinations and Assessment Authority Council and its standing committees including a Member of School Examinations Board, Chairman of Grading Committee, Chairman of Language Proficiency Assessment for Teachers Main Committee and a Member of Basic Competency Assessment Main Committee, a Member of the Departmental Advisory Committee of Computing of The Hong Kong Polytechnic University and the Advisory Committee on Information Engineering of The Chinese University of Hong Kong. Mr Armstrong Lee Hon-cheung is a seasoned management and HR consultant and Managing Director of Worldwide Consulting Group Company Limited. 

 

Mr Lee is currently Chairman of the Board of Directors of Hong Kong Education City Limited, a Member of the 6th Election Committee of the Hong Kong Special Administrative Region, the Social Welfare Advisory Committee, the Standing Committee on Language Education and Research, the Lump Sum Grant Steering Committee, the Committee on Professional Development of Teachers and Principals of the Government and the Human Capital Committee of the Financial Services Development Council.

Mr Lee is also a Member of Non-local Higher and Professional Education Appeal Board, a Member of the Finance Committee of The Chinese University of Hong Kong, Shenzhen, a Board Member of Muse College of The Chinese University of Hong Kong, Shenzhen and an Honorary Chairman of Hong Kong Children Foundation.

Joanna LI LAU Lai-hing

Mrs Joanna Li is the Managing Partner of King and Company, Solicitors & Notaries. She is also a China-Appointed Attesting Officer. Throughout her career, Mrs Li has acquired ample experience and knowledge in the areas of commercial, dispute resolution, family disputes, regulatory and real estate. Outside of the legal sphere, Mrs Li has been a devoted member of public offices. Currently, she is a Member of the Court of Hong Kong Metropolitan University and a Chairman of the Appeal Panel constituted under section 45 of the Buildings Ordinance (Cap. 123).

Kennedy Liu Tat-yin

Mr Kennedy Liu is a Certified Public Accountant and holds an MBA degree from The University of Warwick, UK. He was a partner of PricewaterhouseCoopers (PwC), where he served over 38 years, including 28 years as a partner. He was the leader of PwC’s Capital Markets Services in China (including mainland China and Hong Kong) and Asia-Pacific, and served on PwC China’s Management Board and Assurance Services Leadership Team and PwC Global’s Capital Markets Services Leadership Team.

Mr Liu is active in serving the community. At present, he is the Vice-Chairperson of the Hong Kong Council of Social Service, the Chairman of the Employees Compensation Assistance Fund Board of the Government of Hong Kong SAR, among others. In the past, he served as an elected Council Member of the Hong Kong Institute of Certified Public Accountants (HKICPA), a Council Member of the City University of Hong Kong, a Council Member of the Vocational Training Council, the Chairman of the Board of Governors of Canadian International School of Hong Kong, among others. Professor Lui Hon-kwong is Professor of the Department of Marketing and International Business at Lingnan University. He received his PhD in economics from The University of Hong Kong and worked for a few years as a marketing executive in the retail industry and as Statistician in the civil service.

He is a Member of the Hong Kong Committee for Pacific Economic Cooperation and was the Member of the EcoPark Advisory Committee, Solicitors Disciplinary Tribunal Panel and Disciplinary Panel A of the Hong Kong Institute of Certified Public Accountants. Winnie NG Wing-mui

Ms Winnie Ng is an outstanding businesswoman in Hong Kong. She holds a Master of Business Administration from the University of Chicago, and a Master of Public Administration from Harvard University, where she was a Mason Fellow. Ms Ng is a Director of Transport International Holdings Limited and The Kowloon Motor Bus Company (1933) Limited. She is also an Independent Non-executive Director of Century City International Holdings Limited, Paliburg Holdings Limited and Regal Hotels International Holdings Limited.

Ms Ng has received much recognition and numerous awards, including the Outstanding Businesswomen Award in 2019, and was appointed Justice of the Peace in 2017. In previous years, she won a Nobel Laureate Series: Asian Chinese Leadership Award, named in a list of China’s Top Ten Outstanding Women Entrepreneurs, a Woman of Excellence, and won the Yazhou Zhoukan Young Chinese Entrepreneur Award. Ms Ng is known for her innovation and creativity. She pioneered and established the multimedia company RoadShow Holdings Limited in 2001, and was Deputy Chairman until 2017 when the company was acquired by a consortium for over HK$1 billion.

 

Ms Ng is also active in public service, as a Director of Po Leung Kuk, a Member of Women’s Commission, a Member of Town Planning Board, a Director of CUHK Medical Centre, a Director of HKBU Chinese Medicine Hospital, a Supervisor of Mr & Mrs Chan Pak Keung Tsing Yi School, an Advisor of Our Hong Kong Foundation, a Court Member of The Hong Kong Polytechnic University, and a Council Member of The Better Hong Kong Foundation. She was Chairman of the Hospital Governing Committee of the Prince of Wales Hospital from 2014 to 2020, a Member of the Hospital Authority and its Supporting Services Development Committee Chairman, and a Member of the Hong Kong Tourism Board and its Marketing and Business Development Committee Chairman from 2010 to 2016. She acted as a judge for the Miss Hong Kong Pageant 2014 and for the Hong Kong Volunteer Award from 2005 to 2021. Mr Yau is also the former Chairman of Sai Kung District School Heads Association and Sai Kung and Tseung Kwan O Secondary School Heads Association, the Chairman of Sai Kung District Youth Programme Committee, the Chairman of Tseung Kwan O Cultural and Recreational Centre, a Co-opted Member of Ocean Park Corporation Education Committee and a Member of the Health Education and Health Promotion Foundation. Mr Eric Yeung is the Chief Executive Officer and Co-founder of Skyzer VC Group and is active in the innovation & technology industry. He is the Founding President of the Esports Association Hong Kong, the Founder and Honorary President of Smart City Consortium and the Honorary Associate Professor of Lee Shau Kee School of Business and Administration at Hong Kong Metropolitan University.

Mr Yeung is also the Director of Hong Kong Cyberport Management Company Limited and Digital Economy Development Committee Member. With regard to youth development, Mr Yeung advocates youth contribution to society. He disseminates positive information to the public with a view to shaping a harmonious society with innovative technology. Professor Ben Young is Vice President (Student and Global Affairs) and Chair Professor of Steel Structures of The Hong Kong Polytechnic University, overseeing the institutional policies and plans related to student development and promotion of culture, as well as the global engagement endeavours in educational initiatives involving the establishment of partnership with leading universities and strategic partners in overseas countries. He is an Advisory Member of the American Institute of Steel Construction for the Committee on Structural Stainless Steel.

He served as a Panel Member for the Research Assessment Exercise 2014 in the Built Environment Panel under the University Grants Committee, Hong Kong. Professor Young is currently a Co-Editor-in-Chief of the Journal of Constructional Steel Research, published by Elsevier. He has published over 680 international journal and conference papers, of which over 380 are SCI indexed journal papers. He has an h-index of 62 in Scopus. Professor Young received the Shortridge Hardesty Award for his research contributions to the stability design of cold-formed steel and stainless steel structures given by the American Society of Civil Engineers in 2020. Dr Maxwell Ho is Assistant Professor of the Department of Education Policy and Leadership at the University. He is a Staff Council Member elected by eligible staff members of the University. His research interests include teacher entrepreneurialism and school leadership education. Dr Ho has been invited to hold school leader training programmes for primary and secondary schools in Hong Kong. He was awarded the Emerald Young Researcher Award and the Michael Fullan Emerging Scholar Award in 2022 and 2023 respectively, in recognition of his contribution to research and practice, as well as its impact on Hong Kong’s schools.
