Mr Edmond Kuo Hoi is Assistant Vice President (Institutional Effectiveness) and Director of Finance at The Education University of Hong Kong (EdUHK). He also serves as Secretary to the Finance Committee of the Council.

Mr Kuo oversees the formulation, implementation and review of financial strategies, policies and procedures, as well as initiatives to enhance operational efficiency, in support of the University’s vision and development. With over a decade of leadership experience in finance and internal audit at EdUHK, he possesses deep knowledge of the University’s financial operations, administrative processes and control systems.

Mr Kuo holds a bachelor’s degree and a master of philosophy degree in engineering from The University of Hong Kong. As a Certified Public Accountant, Financial Risk Manager and Certified Internal Auditor, he brings extensive experience in governance, strategic planning, risk management and institutional evaluation across both the public and private sectors.

Prior to joining EdUHK, Mr Kuo served as the Director of Internal Audit at The Hong Kong University of Science and Technology, where he strengthened governance and control frameworks and contributed to strategic planning, resource allocation and performance management initiatives. Earlier in his career with Ernst & Young, he led advisory and consulting projects for clients across higher education institutions and Fortune 500 multinational corporations in Asia, Europe, Africa and the Americas. Leveraging his professional expertise, Mr Kuo also leads efforts to advance institutional effectiveness and resource planning in support of the University’s strategic development and continuous improvement.
