Mr Chong Yiu Kwong: YCHTCY's move to promote Principal may run against principle of fairness

Apple Daily unveiled that Yan Chai Hospital Tung Chi Ying Memorial Secondary School (YCHTCY)’s sponsoring body and Kitchee Sports Club “exploited a legal loophole” and promoted the school’s Principal Ms Elaine Pan Yee-lin from Headmistress II (HM II) to HM I, on grounds of stabilising the management of the school. The Principal’s maximum salary was raised by approximately HK$24,000. The school confirmed that Ms Pan has received an additional allowance, which is not funded by any subsidy from the EDB.

Mr Chong Yiu Kwong, Senior Lecturer at the Department of Education Policy and Leadership, said EDB’s guidelines stipulate that teachers on approved staff establishment should not receive extra remuneration, so as to maintain the impartiality of principals of public schools, as civil servants. He added that if the principal receives extra money from the "sponsor", it may affect their decision making, and the government should look into the case to protect public interest.
