Mr. Chong Yiu Kwong comments on the issue of the Education Bureau requiring teachers to pay back the acting allowance of the teachers

In the recent years, some teachers complained that the Education Bureau required the teachers to refund the salary allowance that was paid by mistake many years ago. They think that paying back the acting allowance is inappropriate and unreasonable.

Mr. Chong Yiu Kwong, Vice-President of the Hong Kong Professional Teachers' Union and Senior Lecturer II at the Department of Education Policy and Leadership, said, the relevant time limit of the litigation under the Limitation Ordinance is six years. Time lapsed and teachers should not be required to pay back the allowance. If the Education Bureau reduced the provident fund of the teachers, they could complain to the Office of the Ombudsman or claim the loss at court.
