What kind of transport services are being provided by the University?
A

The University is currently providing, via non-franchised bus operator, the University Station Shuttle (U-shuttle), Tai Wai Station Shuttle (Tai Wai Shuttle), New Territories Northwest (NTNW Shuttle) and Staff Bus services, and intra-campus shuttle bus services: 1) between Tai Po Campus and Tseung Kwan O Study Centre (TKOSC), 2) between Tai Po Campus and West Kowloon Study Centre (WKSC) & 3) between Tai Po Campus and Pak Shek Kok Sports Centre (PSKSC).

Under what licenses are these transport services operated? Who are eligible for using them?
A

There are several types of licenses under the non-franchised bus service for different types of users and scope of services. Licenses applicable obtained by the operators on behalf of the University are listed below:

Why are passengers requested to tap their Student Card or Staff Card upon boarding the U Shuttle?
A

We wish to clarify, in the first place, that this arrangement is a statutory licensing requirement by Transport Department of the Government. The condition states clearly that a service operator has to implement measures to ensure the passengers using a service granted under a particular license are eligible for using that service (the requirement to ensure the eligibility of the users was raised by the Transport Advisory Committee of Legco in 2005). * In case staff or students who do not possess staff or student card yet at the time of boarding and need to use U-shuttle, please approach the security guard or Estates Office at 2948 8002 / 2948 6714.

Why are staff family members and dependants or outsiders not allowed to use the transportation provided by University?
A

The University is bound by the licensing requirement issued by Transport Department which are restricted to the University’s students and staff. Despite the University’s continuous liaison with Transport Department to allow more people to use our service, there is no sign of relaxation of the licensing requirements at this stage.

What happens if an ineligible person uses any of the said service?
A

If an ineligible person is found using the service, Transport Department may revoke the service license, which would lead to termination of the services. Also, the ineligible person will not be covered by insurance, which is only applicable to eligible users, in the event of any accident arising.

Why are non-EdUHK people/guests allowed to board University-operated shuttles when there are major events held on the campus?
A

This is again a licensing issue. From time to time, the University may deploy University-operated shuttles from Student Service to Contract Hire Service by switching the relevant licenses through the operator to also carry non-EdUHK people to attend seminars, conferences or graduation ceremonies if the situation requires. However, such deployment is of temporary and short-term nature which shall not exceed 2 days (either intermittently or consecutively) in a period of 30 days, otherwise prior approval from Transport Department must be sought before operation. 

As this kind of deployment is a special arrangement, the hosting department requesting such a deployment must write to the Estates Office in advance for making the necessary arrangements. Please note that such arrangements are subject to the Estates Office's approval and, according to Senior Management Committee’s decision, should be charged at $650 per trip while all passengers boarding the deployed trip should not pay any fee.
