香港教育學院（教院）研究發現，過去二十年本港的大學學位課程學額雖然有所增加，但貧富家庭在接受大學教育的機會，差距反而越見擴大。 教院亞洲及政策研究學系副系主任周基利教授根據政府統計處提供的1991和2011年人口普查數據進行分析¹，發現2011年，生活於全港最富有一成家庭的青年(19至20歲)，入讀大學的比例（48.2%）是活在貧窮線以下家庭青年（13%）的3.7倍，差距較二十年前（1.2倍）顯著擴大。
