Seminars for Special Educational Needs Coordinators (SENCOs) for all Primary and Secondary Schools — School-based Mechanism to Manage the Quality and Effectiveness of Tier-2 Support Measures - Planning and Evaluation Instruments

Dr Chim Ho Yeung, Hastings, the Senior Lecturer I of the SEC Department, was invited by EDB to conduct four seminars, namely ‘School-based Mechanism to Manage the Quality and Effectiveness of Tier-2 Support Measures - Planning and Evaluation Instruments’, for more than 800 SENCOs from all primary and secondary schools on 21st, 22nd, 25th and 26th September 2023 respectively. The objective of these four workshops was to enhance SENCOs’ professional capacity in leading the Student Support Team in the formulation, implementation and evaluation of Tier-2 support measures under the 3-Tier Intervention Model. Another objective was to acquaint SENCOs with skills and strategies in assessing the support needs of students with SEN at different learning stages and devising relevant Tier-2 support measures and deploying additional resources to match the assessed needs of students. Most importantly, the seminars aimed at establishing a structured way to examine and evaluate the quality and effectiveness of the Tier-2 support measures to ensure a positive impact on the progress of students.

In the seminar, Hastings classified the Tier-2 support measures into Cognitive and Behavioral and Emotional types as well as introduced various existing quantitative and qualitative instruments for school-based evaluations. To cater to the needs of all individual learning needs of students in Tier-2 support measures, SENCOs were asked to figure out respective inclusive teaching strategies for the unique learning styles and their HML(High Medium Low) abilities consideration in the planning stage. Hence, a standardized Tier-2 Cognitive Learning Plan Template and a published Evaluation Instrument based on Teacher, Student, Curriculum and Environment factors were presented in the seminar for SENCOs’ customization and adaptation in schools.

The same planning and evaluation mechanisms were also applied to Behavioral and Emotional Tier-2 support measures that an exclusive planning template as well a standardized evaluation instrument which covers the learning styles plus the five domains of child psychological developments, including Cognitive, Social and Emotional, Language, Gross motor and Fine motor skills, were illustrated in the seminar. Reciprocally the B&E Plan Template and Evaluation Instrument were also presented and intended for SENCOs’ utility and networking activity next January.

Overall, the event was a great success. Most SENCOs were enlightened to reflect on their school-based planning and evaluation mechanism for their Tier-2 support measures and enjoyed a wonderful time in connecting and exchanging ideas with other SENCOs and in gaining further insights on their school-based Tier 2 planning and evaluation practices.
