| About the Speaker | Professor Anthony B. L. Cheung (張炳良教授), GBS, BBS, JP, served as President of The Education University of Hong Kong from 2008 to June 2012 (then known as the Hong Kong Institute of Education). During his presidency, he championed an “Education-plus” vision and led the transformation of the Institute into a multidisciplinary liberal arts institution with a strong foundation in research and research education. He was appointed Secretary for Transport and Housing of the Hong Kong SAR Government from July 2012 to June 2017. Professor Cheung re-joined The Education University of Hong Kong in February 2018, first as Research Chair Professor, and subsequently as Chair Professor and Advisor in Public Administration. He fully retired in early February 2026 and continues his association with the University as an Honorary Professor. Before embarking on his academic career at the City University of Hong Kong in 1986, Professor Cheung served as a civil servant for 12 years. His research focuses on governance, public administration, administrative reform, and public policy. He has published 17 authored or edited books and around 120 refereed journal articles and book chapters. He co-founded the Asian Association of Public Administration in 2010 and served as its President in 2012. Professor Cheung has been actively engaged in public affairs and politics. He served as a Member of the Legislative Council (1995–1997), a Non-Official Member of the Executive Council (2005–2012), and Chairman of the Consumer Council (2007–2012). He also led a government task force to review self-financing post-secondary education (2017–2018), and served as Chairman of the Committee on Self-financing Post-secondary Education, as well as a Member of the Education Commission and the University Grants Committee (2017–2023). |
