To provide advice and reflect the views of staff and relevant function groups to the Head of Department in matters relating to:

• formulation of policy, strategic and operation plan as well as budget plan;
• rules and guidelines of operation, including quality assurance mechanisms;
• deployment of staffing resources, budget and space;
• other matters of importance and general interest.
