Professor Cheng Yin-cheong, a PhD from Harvard University,
is the Director for both the Centre for Institutional Research and Development
and the Asia-Pacific Centre for Education Leadership and School Quality.
In addition, he is the current President of the Asia-Pacific Education
Research Association (APERA), an international organisation for educational
research.
Professor Cheng is well-known for being out-spoken and incisive, not
only in what he says but also the way he analyses issues. That perhaps
explains why he has been fondly dubbed "The leading opposition
party to the Education and Manpower Bureau" by the local media.
This aptly reflects Professor Cheng's reputation for being a forthright
critic, which has largely been borne out of his deep devotion to the
development of education and a concern for various social issues in
Hong Kong.
