'School Leadership across the GBA' Forum Series
Leading Future Schools in the GBA cum Launching Ceremony of Trading Places

The Asia Pacific Centre for Leadership and Change (APCLC) and The Department of Education Policy and Leadership (EPL) of The Education University of Hong Kong (EdUHK) extend a warm invitation to a public hybrid mode forum titled ‘School Leadership across the GBA’ Forum Series. The theme of the forum is Leading Future Schools in the GBA.

As well as hosting the forum the first edition of a new publication, Trading Places, will be launched, which jointly to provide a venue for school and system leaders to share experiences and successes with their colleagues across the region. The forum will feature four keynote speeches by four outstanding school leaders from Hong Kong and Shenzhen. They will share their innovative practices of building future-oriented schools and insights of collaborating more closely across the GBA. Details of the forum below:

E-Learning Programme for the Professional Development and Training for Primary and Secondary School Principals and Teachers

To encourage teachers to participate in various e-learning activities for professional development, the Committee on Professional Development of Teachers and Principals (COTAP) engaged The Education University of Hong Kong (EdUHK) to produce three local tailor-made e-learning programmes for principals and teachers of primary or secondary schools in 2021. The e-learning programmes cover the topics of (i) School Administration and Management; (ii) STEM Education; and (iii) New Paradigm of Learning and Teaching, which were well received by the participants in 2021. In this connection, the Education Bureau decided to re-run the above three e-learning programmes in the 2022/23 school year.

Applications will start in late November. You will be able to find the programme details on the Training Calendar System hosted by the Education Bureau.

Training Programme on "School Administration and Management" for aspiring vice-principal

As stipulated in the Education Bureau Circular No. 6/2020 "Implementation of the Recommendations of the Task Force on Professional Development of Teachers", teachers are required to fulfill the enhanced training requirements for promotion, in order to be eligible for substantive promotion in aided, caput, and government schools. The professional development programme entitled "School Administration and Management" ("the Programme") is provided in response to this requirement as one of the designated programmes in the Core Part of the enhanced training requirements for promotion to the posts of Principal Graduate Master/Mistress, Senior Education Officer, and Senior Primary School Master/Mistress.

The Programme aims to enhance participants' knowledge, skills, and confidence in playing a pivotal role in school development, administration, and management, and assuming a leadership role in schools; and widen participants' perspectives on national and international education trends.

Professional Learning Resources

Doctoral Alumni Research Engagement (DARE)

EPL has started a new initiative about Doctoral Alumni Research Engagement (DARE). The purposes of DARE are to develop international links with doctoral graduates, to showcase the engagement and impact of doctoral graduates, and to strengthen collaboration in GBA and other places.

We have developed three themes (theme 1, school Leadership for Learning, theme 2: Leadership for Professional Development, theme 3: Policy Enactment) based on doctoral alumni theses. Under school leadership for learning, we would like to share Dr. Arnett Edwards’ and Dr. Xiaohong Xu's research brief with you. We hope that you will find it useful for your work and life.

An immersive learning experience: VR Tour to Kwong Pan Tin Tsuen

The Kwong Pan Tin Village VR Tour was officially released in June, 2022, as one of the deliverables for the department’s Community Engagement Project in collaboration with the Salesians of Don Bosco Ng Siu Mui Secondary School (SDBNSM). Viewers could now navigate and explore the village through this VR Tour, which is composed of 360-degree panoramic photos taken at different spots in the village. The VR Tour aims to document the village digitally as a kind of cultural preservation given the rich and important historical background of this neighborhood. As an extension of the community engagement experience, the VR tour will also be integrated as part of the SDBNSM’s English teaching package for the writing module, offering students a better understanding of their own community for the production of some excellent stories.




New Research

Principal Resilience and Its Influential Occupational Drivers in Hong Kong: Developing and Validating the Principal Resilience Inventory

Project Investigator: Dr Junjun Chen

The work of school principals has always been complex and challenging and has certainly become even more so during and after the COVID-19 pandemic. This phenomenon has inevitably threatened principal well-being and effectiveness. Principal resilience has therefore become a pressing line of research as principals often struggle to cope not only with professional challenges and uncertainties around building a successful school but also with their own and their school wellbeing.

The main aim of this study is to investigate principal resilience and how salient job drivers influence this resilience in Hong Kong. Specifically, this study aims to: (1) develop and validate a Principal Resilience Inventory; (2) investigate the states of principal resilience; and (3) identify what job resources and demands affect principal resilience.

A Comparative Study of School Leadership for Civic Learning in Secondary Schools in Hong Kong and Chinese Taipei

Project Investigator: Dr Linnie Wong

Despite Hong Kong and Chinese Taipei 's similar cultural heritages, their regimes have produced differences in school leadership and policy in civic education, teaching civics, and student attitudes—all of which can affect civic learning (*Kennedy et al., 2016).

This study investigates how school leaders can provide suitable policy and support to enhance civic teaching and learning. The results of this study will provide pedagogical and practical knowledge for informing professional development training for principals to enhance their leadership of civic education and teachers to enhance their civics teaching.



EPL in the News

Online Leadership Forum: Paving Teacher's Promotion Path

On 4 June, 2022, more than 400 principals, teacher leaders, and scholar-practitioners from primary, secondary, special, and international schools in Hong Kong and Macao participated in the Online Leadership Forum – “Paving Teachers’ Promotion Path” organised by the Department of Education Policy and Leadership (EPL).

Dr. Maxwell Ho, Lecturer at EPL, together with Mr. Li Kin Man, Principal at Salesians of Don Bosco Ng Siu Mui Secondary School, led the forum which focused on the concept and practice of coordinating, communicating, and managing teacher promotion from school leaders and colleagues’ perspectives.

Headline Daily ran interview with the participants of Master of Arts in Leading Innovative Learning Organizations (LILO)

Headline Daily carried a feature interview with Mr. Tang Ka Ho, Gary, founder of The Hong Kong Association of Extramural Education Professionals, on his experience of studying the Master of Arts in Leading Innovative Learning Organizations (LILO) at EdUHK. He reckoned the curriculum foci of the LILO programme is very suitable for the actual needs of off-campus educators.

HK01 ran an advertorial on the Master of Arts in Leading Experiential Learning Activities programme (LELA)

Two tutors of the Youth Uniformed Groups in Hong Kong, both being veteran adventure education tutors, shared their experiences and benefits after taking the Master of Arts in Leading Experiential Learning Activities programme. They believed that the experiential learning and adventure-based counselling would become more systematic and professionalised in the future.

BSc Executive Management Senior Year Programme Induction

We had an exciting two months welcoming our first batch of BSc Executive Management Senior Year students in August and October! Our students had a fantastic experience visiting our programme’s strategic partners, programme reception and introduction, and team building activities.

Our programme’s strategic partners, Society for the Prevention of Cruelty to Animals (SPCA) and Scouts Association of Hong Kong generously hosted our Retention and Assembly. Students learnt about the importance of our Education-Focused programme emphasis via experiencing the organisational values of our strategic partners through group activities, and how executive management relates to these values via the organisation’s daily operations. Students had wonderful opportunities to demonstrate leadership to peers, engage in team building, and learn while having fun!

Research on Parent Engagement for Values and Whole-person Development

Dr. Trevor Lee led the research part of the project “Parent Engagement for Values and Whole-person Development: Community and School Strategies” in 2019-2022 (the other two parts were school development and parent engagement). The project was funded HK$ 3 million by Wofoo Foundation and just ended in August 2022. A total of four kindergartens and two primary schools in Tin Shui Wai and Tuen Mun districts participated in this research. The findings of the research offer us a better understanding of parental value orientations and concerns in Hong Kong’s established new towns, which can inform the policy and school development of parent education, moral education, and home-school collaboration in kindergartens and primary schools.

New Special Issue on the International Baccalaureate

Dr Ewan Wright is guest editor of a Special Issue on the International Baccalaureate (IB) published in Globalisation, Societies and Education. The number of IB schools stands at over 5,500 globally. They share an ideological commitment to nurturing international mindedness amongst students. The articles in the Special Issue consider the potential for IB schools to create a better and more peaceful world. Asia Pacific Centre for Leadership and Change (APCLC)

Diversity, Equity and Social Inclusion Research Group (DESI)
The APCLC stresses the importance of leadership and leadership development for achieving sustainable change in school systems. It builds on a strong regional foundation of leadership development by contributing new research grounded in the region. It also creates and transforms knowledge gained from research into practical tools.

The DESI researches how diversity impacts on education, equity and inclusion through its interaction with social, political and economic conditions. The DESI aims to increase knowledge and understanding of diversity in Hong Kong and East Asia to improve education, policy and practice. The DESI has three research streams: Ethnic Minorities & Refugees, Inter/Multiculturalism, and Gender & Sexuality.

Developing Teachers, Developing Futures
Teacher professionalism—the capacity to make informed educational judgements about what is in the best interests of students and their communities—is influenced by ever-evolving and interactive institutional, social and political contexts. Teachers are expected to meet diverse and sometimes competing local needs and must also be responsive to global developments and concerns. This project aims to enhance the impact of teaching and research on teacher education both locally and globally.
