Speech Abstract
Appropriate application in statistical method and data analysis is a critical issue in the quantitative researches of e-learning and educational technology fields. Researchers frequently encounter numberous misunderstanding concepts and utilizations in statistical method and data analysis. Common misconceptions from the presenter’s experiences will be presented and discussed in the keynote speech. These issues include sample size, reliability, factor analysis, item analysis, ANCOVA, and Step Regression etc.

Speaker Bio
Prof. Chi-Cheng Chang is currently a Chair Professor in the Department of Technology Application and Human Resource Development at National Taiwan Normal University, Taiwan. Prof. Chang received his MS in Computer Science from the University of Texas, and the other MS in Instructional System and PhD in Workforce Education and Development from the Pennsylvania State University, USA. Prof. Chang gained the National Outstanding Research Award from Taiwan Ministry of Science and Technology (MOST) in 2014; and the Outstanding Contribution Award from Global Chinese Society of Computers in Education (GCSCE) in 2007. Prof. Chang hosted the Global Chinese Conference of Computers in Education (GCCCE) 2008 in Taipei, Taiwan; and served as the General Chair of Asia-Pacific Conference of Engineering and Technology Education (APCETE) 2014 in New Zealand.

Prof. Chang’s current research interests focus on e-learning, e-assessment, learning technology, and STEM education. Prof. Chang is now conducting the researches of game-based learning with positive emotion as well as Robotics and 3D-Printing in STEM education supported by the MOST. He is the author of over 200 referred journal papers, book chapters, and articles in conference proceedings. His research has been published in numerous SSCI/SCI-indexed journals such as Computers & Education, British Journal of Educational Technology, Australasian Journal of Educational Technology, Technology, Interactive Learning Environments, Educational Technology and Society, Pedagogy and Education, International Review of Research in Open and Distance Learning, Computer Assisted Language Learning, Innovations in Education and Teaching International, Educational Computing Research, Thinking Skills and Creativity, Journal of Creative Behavior, Creativity Research Journal, Learning and Individual Differences, The Asia-Pacific Education Researcher, International Journal of Higher Education Research, Journal of Organizational and End User Computing, Journal of Technology and Design Education, Computer Applications in Engineering Education, etc.

Prof. Chang ever served as the chairman of the Department of Technology Application and Human Resource Development at the National Taiwan Normal University; the chair of Discipline of Applied Science Education of MOST; and the secretary general of Taiwan Association of Industrial Technology Education. He also ever served as the editor of Taiwan Journal of Technology and Engineering Education and the associate editor of Taiwan Journal of Educational Communication and Technology Research. Prof. Chang is now the president of Association of Taiwan Engineering Education and Management (ATEEM), the national/area representative in International Federal of Engineering Education Societies (IFEES), and the co-editor of International Journal of Technology and Engineering Education. He is also the member of the International Academic Advisory Committee (IAAC) of World Institute for Engineering and Technology Education (WIETE), and the editorial board member and reviewer for many international journals.

Speech Abstract
In the past ten years, the application of ICT in education having developed with an unprecedented rate. And the ICT’s revolutionary impact on education has been recognized by the government. Evaluating the development level of ICT in education is an important way to improve its development, it provides the key basis for policy making and strategy research. The establishment of a novel and rational index system has great significance for assessing the level of ICT in education and providing guidance for the future development direction.

This report mainly introduces the research team’s achievements about ICT development index in education, and tends to share the practical experience during the assessment of ICT in education and reflects the challenges and opportunities effected by the area of big data on the development and evaluation of ICT in education.

Speaker Bio
Dr. Wu Di is a professor of Central China Normal University; the vice director of China’s National Engineering Research Center for E-leaning; the vice director of Educational Information Strategy Research Base of Ministry of Education. He is also a Committee Member of China E-Learning Technology Standardization Committee. He attended drafting the National Development Plan for ICT in Education (2011-2020).

His research interests include the development strategy and policy design for ICT in Education; the key indicators and assessment of ICT in Education; ICT leadership development and evaluation; standards of ICT in education.

近10年来,中国教育信息化以前所未有的速度加快发展,国家对于教育信息化的重视也达到了空前的高度。对教育信息化发展水平进行评估是促进教育信息化发展的重要手段,是教育信息化政策制定和发展战略研究过程中的一个重要的基础性问题。建立科学合理的信息化指标体系对于准确评估教育信息化发展水平,科学指导后续发展方向具有重要意义。本报告主要介绍了研究团队在教育信息化指标方面的研究成果,分享了近年来在教育信息化发展评估方面的实践经验,并反思大数据时代对教育信息化发展与评估带来的挑战与机遇。

演讲人简介
吴砥,华中师范大学国家数字化学习工程技术研究中心教授、副主任,教育部教育信息化战略研究基地(华中)副主任,教育部教育信息化标准委员会委员,数字化学习环境类标准工作组负责人,参与编制《教育信息化十年发展规划(2011-2020年)》等多份重要规划。主要研究方向:教育信息化发展战略与政策规划、教育信息化核心指标与绩效评估、教育信息化领导力分析与评价、教育信息化标准与应用。

e-Learning and Open Learning: How Beneficial and Disruptive are the Technologies?

Speech Abstract
In both academia and industry, e-Learning has been widely employed and become increasingly diverse in terms of learning tools, activities and modes. Through many decades of development, open learning has been embracing and adapting to new technology. Also, the principles and methods adopted in open learning course presentations and the pedagogical practices have often been adopted by conventional institutions. e-Learning and open learning have had a very positive impact on learner engagement and achievement; and they have been considered promising ways for achieving general educational goals, such as making learning engaging and ubiquitous. Some technologies bring immense benefits, while others can be disruptive. This speech reviews the transformation of technology-mediated education and the current trends as we move from simple to cutting-edge technologies; single to multi-level/dimensional integrated programmes; and individual to organizational or cultural adoption. By summarizing the development patterns, this talk discusses the extent to which technologies have been beneficial and/or disruptive to e-Learning and open learning.

Speaker Bio
Dr. Kam-cheong LI is the Director of the University Research Centre, the Open University of Hong Kong (OUHK). He oversees research of the University and has been actively involved in flexible and innovative modes of education for more than 20 years. At OUHK, he has served a wide variety of roles (e.g. course developer and course development team coordinator, course coordinator, instructor and tutor) in a broad range of learning programmes (including distance learning, e-Learning, and blended learning). He has been in charge of degree programmes at both undergraduate and postgraduate levels in areas of business, education and language studies. Currently, he also serves as the Secretary-General of the Asian Association of Open Universities.

Dr. Li has obtained three bachelor’s degrees, four master’s degrees and a doctoral degree from renowned universities, including the University of Hong Kong, the University of London and Peking University. His current research interests lie in innovative pedagogy, open learning, mobile learning and modes of university education, with more than a hundred publications including journal articles, academic papers, monographs, and edited books. He has successfully obtained funding for a large number of research and development projects. For years, Dr. Li has organized many international conferences in areas relevant to technology in education as well as open and flexible education. He is a popular speaker in relevant conferences, seminars and professional development functions.

Dr. Li is Honorary Chair Professor and Visiting Professor of a number of tertiary institutions in the United Kingdom and China, and the President of Hong Kong Society of the Chartered Institute of Linguists. He has contributed as an advisor in a broad range of study and training programmes and as a key member in committees of various professional bodies, for example, Dr. Li was the founding Chairman of the Council of Hong Kong Professional Associations.

演讲摘要
随着IT产业第五次浪潮的到来以及全球人工智能热潮的兴起,近年来,语音合成、语音识别、自然语言理解、口语评测、图像识别等语音语言及人工智能关键技术都取得了重要突破。同时,利用深度学习、大数据和涟漪效应的结合,人工智能相关技术在教育领域深入应用,并不断迭代优化,极大促进了教育信息化和智能化。科大讯飞正在实施的人工智能战略项目——“讯飞超脑”计划目前已经在普通话口语评测、英语口语考试、全学科阅卷、个性化学习推荐等教育教学各个方面落地应用,并取得了重要的阶段性成果。本报告将结合“讯飞超脑”在教育领域的探索和实践,介绍以科大讯飞为代表的语音语言及人工智能业界最新进展,人工智能技术在教育领域深入应用所带来的产业变革。

演讲人简介
胡郁,男,中国科学技术大学信号与信息处理专业工学博士,教授级高工,国务院特殊津贴专家,语音及语言信息处理国家工程实验室执行主任,中国科学技术大学兼职教授、博士生导师,科技部863人工智能重点项目首席专家。其自1997年以来,从事智能语音核心技术研究及语音数据库建设工作,参与多项国家863、自然科学基金、安徽省、部级等重大项目的科研工作。1999年,胡郁作为创始人之一创立安徽科大讯飞信息科技股份有限公司(以下简称“科大讯飞”)。2009年6月至今,胡郁担任科大讯飞轮值总裁、讯飞研究院院长,负责主持公司语音合成、语音识别、语音分析、语音评测、自然语言理解等智能语音及语言核心技术的研究工作,总体牵头科大讯飞人工智能前瞻项目——讯飞超脑计划。其带领的科研团队在上述领域取得了丰硕的研究成果,在核心技术研究和产业化方面均取得了创新性成就。胡郁分别荣获国家信息产业重大技术发明奖、国家科学技术进步二等奖各两次,并多次荣获安徽省、部级,合肥市级科技奖励,其在国内外核心期刊和重要国际会议上发表60余篇学术论文。

Speaker Bio
Mr. Huang is a serial entrepreneur and a leader in social enterprise in the eLearning field. He has extensive experience running from startups to public companies, and social enterprise.

Mr. Huang is the Founding CEO for the WebOrganic (有機上網) , an over-$100-million government-funded social enterprise designed to bridge the digital gap in Hong Kong. Its mission is to deliver hope, through providing low cost PCs, networks and create a level playing field for to over 300,000 poor families, through a network of 500 schools and 14 regional centers, launched in September 2011.

Mr. Huang is part of a turnaround management team that delivered one of the major turnarounds in the Hong Kong stock exchange for TSL Jewelry 0417. As a CEO from 2008-2010, the company delivered impressive results, including the net profit growth of 60% during the year of the global economic crisis. The company had around 200 retail outlets, gross revenue over $2 billion, company valuation had grown more than 10 times in 12 months under his leadership. He retired from the CEO position in early 2010 to invest more time on social and educational works. Mr. Huang still serves on the board of the public company as Non-executive Director.

Mr. Huang helps the founding of the eLearning Consortium (eLC), a not-for-profit organization consisting of over 400 entities of large and small IT companies, education content publishers, PC and network vendors, network providers, educators and parents, which is one of the most active and representative eLearning associations in the Asia. The association has been working as a bridge for the Hong Kong government’s eLearning initiative between stakeholders.

Mr. Huang is also the President of Hong Kong Information Technology Federation (HKITF), a not-for-profit, non-political trade association for providing a forum in which the IT-related business in Hong Kong can work together for the benefit of the industry and to maintain a high level of business practice amongst the members.

Mr. Huang also sits in various government education advisory committees and as a steering committee member in a number of social innovation projects.

Mr. Huang helped found one of the most celebrated social enterprises in the world, SCHSA, over 15 years ago. The project has pioneered the use of technology for senior citizen safety. It is a sustainable business model being widely researched and celebrated in different parts of the world. The association has split even 3 years in operation. The SCHSA Mobilelink project just won the WITSA award, one of the world’s top ICT awards in Europe, May 2010.

Mr. Huang was graduated from Boston University. He also studied at Occidental College, MIT, Harvard Business School at USA and Tsinghua University at Beijing. He has taught at universities in Hong Kong at irregular intervals.
