Arrangements for Basic Law and National Security Law Test (BLNST) in 2025/26 School Year

Target Students: Year 2 & 3 students of BEd(SN) Programme

Starting from the 2023/24 school year, all newly-appointed teachers in public sector schools, Direct Subsidy Scheme schools, and kindergartens joining the Kindergarten Education Scheme (including newly-joined teachers and teachers changing schools) are required to pass the Basic Law and National Security Law Test (BLNST) to be considered for appointment.

The Education Bureau (EDB) has released the arrangements for the BLNST in the 2025/26 school year (please refer to the two EDB circulars: Circular No. 13/2022 & Circular Memorandum No. 141/2025). Persons who possess a bachelor's degree or will attain one in the 2025/26 or 2026/27 academic year may apply for the Digitalised BLNST conducted by the EDB.

Please note that applicants who are absent from the test or do not attain a pass result will not be allowed to take the Digitalised BLNST again during the three-month suspension period. Further information, including application details, is available on the EDB website: HERE.
