Professor Frederick MA Si-hang

Professor Frederick MA Si-hang, GBS, JP

Chairman of the Council

Professor Ma was born and educated in Hong Kong. He graduated with a Bachelor of Arts (Honours) degree from the University of Hong Kong in 1973 majoring in economics and history. Since graduation, he had taken up different major positions of various local and overseas banks, financial institutions and major companies, including Chase Manhattan Bank, Royal Bank of Canada Dominion Securities, JP Morgan Chase, Kumagai Gumi (HK) Limited and Pacific Century Cyberworks Limited. He has rich experience in banking and financial sector. In 2002, he joined the Hong Kong Government as the Secretary for Financial Services and the Treasury and assumed the post of Secretary for Commerce and Economic Development in 2007. He resigned from the Government in July 2008 due to medical reasons. In October 2008, he was appointed as an Honorary Professor of the School of Economics and Finance at the University of Hong Kong. Professor Ma was appointed as a Member of the International Advisory Council of China Investment Corporation in July, 2009. In December 2011, he was appointed as a Permanent Honourable President of Hong Kong Special Schools Council. In January 2013, he was appointed as a member of Global Advisory Council of the Bank of America. In August 2013, he was appointed as an Honorary Professor of the Faculty of Business Administration at The Chinese University of Hong Kong. In November 2013, he was appointed as a member of the Board of Governors of LUI Che Woo Prize Limited. In October 2014, he was conferred the Honorary Doctor of Social Sciences by Lingnan University. In October 2016, he was conferred the Honorary Doctor of Social Sciences by City University of Hong Kong. In April 2017, he was appointed as the Council Chairman of The Education University of Hong Kong. In March 2018, he was appointed as a member of the Chief Executive’s Council of Advisers on Innovation and Strategic Development. In July 2019, he was appointed as a member of International Advisory Council of Investcorp. Currently, he is an Independent Non-Executive Director of FWD Group, New Frontier Corporation and Guangshen Railway Company Limited and a director of Husky Energy Inc. Mr Dieter Yih

Mr Dieter YIH, JP

Deputy Chairman of the Council

Mr Dieter Yih is a partner of Kwok Yih & Chan, Solicitors. His practice focuses on capital markets, corporate finance, securities, mergers & acquisitions in Hong Kong, mainland China and the Asian region. He is currently the Chairman of the Financial Dispute Resolution Centre, a Member of the Education Commission, a Member of the Quality Education Fund Steering Committee, a Member of the Regulatory Oversight Board of the Hong Kong Institute of Certified Public Accountants, a Member of the Listing Committee of the Stock Exchange of Hong Kong, a Member of the Standing Committee on Judicial Salaries and Conditions of Service, a Member of the Standing Committee on Legal Education and Training, and the Chairman of the King’s College London Hong Kong Foundation. Ms Susanna Chiu Lai-kuen

Ms Susanna CHIU Lai-kuen, MH, JP

Treasurer of the Council

Ms Susanna Chiu has more than 30 years of professional experience in accounting, business management and operations. She is an Independent Non-executive Director of Nan Yang Commercial Bank, Huijing Holdings Company Limited and Kato (Hong Kong) Holdings Limited, and was the President of The Hong Kong Institute of Certified Public Accountants in 2013. Ms Chiu was awarded the Medal of Honour by the Hong Kong SAR Government in 2013 for her achievements and dedicated public service, especially her contribution to the accounting profession. She was also awarded one of the ten nationwide “Chinese Women of Achievement” Award in the UK in 1991, the “Outstanding Women Professionals” Award in 2014, the “Distinguished Alumni” Award from Sheffield University, and “2017 Outstanding Business Women” from Hong Kong Commercial Daily in 2017. In 2017, Ms Chiu was appointed Justice of the Peace by the Hong Kong SAR Government for her contribution to the local community. Ms Chiu is a member of a number of public bodies, including the Women’s Commission, and formerly a Member of the Equal Opportunities Commission and the Energy Advisory Committee. Professor Chetwyn CHAN Che-hin

Professor Chetwyn CHAN Che-hin

Member of the Council

Professor Chetwyn Chan is Associate Vice-President (Learning and Teaching) and Chair Professor of Rehabilitation Sciences at The Hong Kong Polytechnic University. He is also Director of the University Research Facility in Behavioral and Systems Neuroscience. Professor Chan is Elected Fellow of American Psychological Association, Fellow of Hong Kong Psychological Society, and Vice-Chairman of Hong Kong Society for Rehabilitation. In 2018, Professor Chan and his research team received the first class award in recognition of their research and innovation from the Chinese Association of Rehabilitation Medicine. In 2019, Professor Chan and his research team has received the State Scientific and Technology Progress Awards (Second Class Prize) from State Council of the People’s Republic of China in recognition of his contribution to advancing technology and bringing benefits to the community through the research project. Recently, he has been appointed as Member of the Quality Assurance Council of the University Grants Committee, Council Member of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications, Member of the School Allocation Committee of the Education Bureau, Member of the Committee on Self-financing Post-secondary Education of the Education Bureau, Member of the Professional Services Advancement Support Scheme Vetting Committee of the Commerce and Economic Development Bureau, Member of the Hospital Governing Committee of Princess Margaret Hospital and Kwai Chung Hospital, Member of the Committee on Enhancement of Franchised Bus Safety of the Transport Department and Member of the Employees Retraining Board. Ms Sylvia CHAN May-kuen

Ms Sylvia CHAN May-kuen, MH

Member of the Council

Ms Sylvia Chan is currently the Principal of Ying Wa Primary School. Passionate about contributing to society, she is a member of several social organisations and government departments, including the Advisory Council on the Environment, Social Welfare Advisory Committee, Committee on Professional Development of Teachers and Principals, and Hong Kong St. John Ambulance. She is also the Chairperson of the Education Committee of World Wide Fund for Nature (HK), the Convenor of the Education Working Group under the Environmental Campaign Committee, and the Director of Hong Kong Education City Limited (HKEdCity). Ms Chan was also awarded the Chief Executive’s Commendation for Community Service and the Award of Excellent Educational Administration in 2013, and the Medal of Honour in 2019. Dr Anissa Chan was the Principal of St. Paul’s Co-educational College and the Supervisor of St. Paul’s Co-educational College Primary School (2004-2017), and is the Supervisor of Sheng Kung Hui Kindergarten since 2004. In addition to many public services, Dr Chan is currently Chairman of the Task Force on Review of School Curriculum, Founding Chairman of the Hong Kong Principals’ Institute, Honorary Court Member of the Hong Kong University of Science and Technology, Member of the Advisory Committee on Teacher Education (Faculty of Education, The Chinese University of Hong Kong), Member of Presidential Advisory Group of the University, Scholar-Practitioner Fellow of Asia Pacific Centre for Leadership and Change, Member of the Independent Police Complaints Council, Honorary Fellow of the University, Member of the Board of Governors of Centennial College, The University of Hong Kong and Member of the ICAC Complaints Committee. Dr Chiu Cheung-ki

Dr Chiu Cheung-ki is the Principal of Chan Shu Kui Memorial School, the Vice-Chairman of the Hong Kong Direct Subsidy Scheme Schools Council and the Chairman of The Association for the Promotion of Proper Cantonese Pronunciation. He is also a Consultant Member of the Department of Chinese of Lingnan University, a Council Member of The Dr Seaker Chan Center for Comparative Political Development Studies at Fudan University, a Member of the Secondary School Places Allocation Committee of the Education Bureau and the Grantham Scholarships Fund Committee of the Home Affairs Bureau. Mr Tony CHOI Siu-chow, JP

Mr Tony Choi is an an Executive Director of Hong Kong Garment Manufacturing Co. Ltd., and a Director of a number of private companies in various industries. He is a current member of the Committee on Professional Development of Teachers and Principals (COTAP), the Supervisor of Yan Chai Hospital Choi Hin To Primary School, and a Director of the Hong Kong Chiu Chow Chamber of Commerce. He previously served on the Board of the Hong Kong Science & Technology Parks Corporation, Hong Kong Applied Science and Technology Research Institute (ASTRI), Logistics and Supply Chain MultiTech R&D Centre (LSCM), and was a Council Member of Lingnan University. Mr Glenn FOK

Member of the Council

Mr Glenn Fok is Board Member of the Financial Services Development Council and its Market Development Committee. He is also a member of the West Kowloon Cultural District Authority (WKCDA) Board and a member of several committees under the WKCDA Board. In mid-June 2019, Mr Fok was appointed an Independent Non-executive Director of China Construction Bank (Asia) Corporation Limited. He is a Senior Consultant of Moelis & Company, a leading global independent investment bank listed on the New York Stock Exchange. He also serves as a Senior Consultant to Gold Peak Industries (Holdings) Limited, an Asian multinational industrial group. Mr Fok was formerly Vice Chairman Asia of UBS Corporate Client Services. During his 32 years of investment banking and corporate finance career, he led many landmark initial public offerings, domestic and cross border mergers and acquisitions, complex debt and equity issuances, corporate restructuring and re-organisation, and strategic financial advisory transactions. Prior to joining UBS, Mr Fok was the Head of Investment Banking Services and Joint Head of Corporate Finance of Schroders Asia Limited. He had served as a Member of the Board of Bank of America (Asia) Limited, the Securities & Futures Commission Committee on Real Estate Investment Trusts, the Board of Trustee of United College of The Chinese University of Hong Kong, the Hang Seng Index Advisory Committee and the Board of Governors of the Hong Kong Philharmonic Society Limited. Mrs Joanna LI LAU Lai-hing, MH

Member of the Council

Mrs Joanna Li is the Managing Partner of King and Company, Solicitors & Notaries. She is also a China-Appointed Attesting Officer. Throughout her career, Mrs Li has acquired ample experience and knowledge in the areas of commercial, dispute resolution, family disputes, regulatory and real estate. Outside of the legal sphere, Mrs Li has been a devoted member of public offices. Currently, she is a member of the Court of The Open University of Hong Kong and a Chairman of the Appeal Panel constituted under section 45 of the Buildings Ordinance (Cap. 123). Ms Imma LING Kit-sum

Ms Imma Ling is a a Certified Public Accountant and a retired assurance partner of PricewaterhouseCoopers. She is Independent Non-executive Director of Digital Hollywood Interactive Limited, Wise Ally International Holdings Limited, Raymond Industrial Limited and EVA Precision Industrial Holdings Limited, all of which are listed on the Main Board of The Hong Kong Stock Exchange. She is also a Board Member of the Estate Agents Authority, a Council Member of Hong Kong Federation of Youth Groups, an Executive Committee Member of Hong Kong Youth Hostels Association, a Member of the Appeal Board Panel (Town Planning), and a Member of Hospital Governing Committee. Professor Lui Hon-kwong

Professor Lui Hon-kwong is the Associate Vice-President (Further Education and Projects) and Professor of the Department of Marketing and International Business at Lingnan University. He received his PhD in economics from The University of Hong Kong and worked for a few years as a marketing executive in the retail industry and as Statistician in the civil service. He was the member of the EcoPark Advisory Committee, Solicitors Disciplinary Tribunal Panel and Disciplinary Panel A of the Hong Kong Institute of Certified Public Accountants. Dr Grace POON Wing-kit

Dr Grace Poon is a Consultant in Paediatrics at Queen Mary Hospital and an Honorary Clinical Associate Professor in the Department of Paediatrics and Adolescent Medicine of LKS Faculty of Medicine at The University of Hong Kong. She is an expert in paediatric endocrinology and rare metabolic diseases. Dr Poon is the President of the Hong Kong Society of Inborn Errors of Metabolism, a Member of the Task Force for Newborn Screening for Inborn Errors of Metabolism, a Member of the Task Force on the Neonatal Screening Programme (for Congenital Hypothyroidism and G6PD deficiency), a Member of the Expert Panel on Enzyme Replacement Therapy for Lysosomal Storage Disorders and a Member of the Expert Panel on Neuroblastoma. Professor Enboa WU

Professor Enboa Wu is currently Associate Vice-President for Knowledge Transfer (AVP-KT) of The Hong Kong University of Science and Technology (HKUST). Before joining HKUST, he devoted 10 years in Hong Kong Applied Science and Technology Research Institute (ASTRI) as a Vice President and Founding Group Director. Under his leadership, the team granted 60% of ASTRI’s total patents, achieved 80% of patent licensing, created six start-ups, and received 30 technology awards. Before joining ASTRI, Professor Wu was the Deputy General Director of ERSO/ITRI in Taiwan and led the semiconductor backend team and the flat panel display team. Both were the largest applied research teams in Taiwan in support of the two Taiwan’s world-class industries. Professor Wu received his PhD degree from the University of California at Berkeley. He started his career in the Silicon Valley and then devoted 15 years as a professor at National Taiwan University.
