Abstract: |
Norway has a long tradition of using external examiners during examinations and grading. However, a recently passed higher education reform requires a different use for external examiners. The Quality Reform of Higher Education calls for more learning-oriented assessment methods, allowing more feedback for students during the course of their studies. Examples of such methods are modular examinations, projects, and portfolios. As part of the reform, external examiners are also expected to contribute to improving assessment systems. This article describes an assessment project carried out at the Department of Marine Technology at the Norwegian University of Science and Technology in the spring of 2002. In the study the external examiner did not have the adequate experience to evaluate assessment methods, or contribute actively in discussions about the subject's assignments, teaching schedule and methods. Cooperation between the subject teacher and the examiner on criteria for, and assessment of, specific papers was most useful. [ABSTRACT FROM AUTHOR] |

Abstract: |
The article discusses the movement in England to turn higher education toward student learning. The article adds that its impact has been blunted by its reliance on a model of change that fails to fit the decentralized nature of universities. Reformers have relied either on piecemeal change, or on efforts at campus-wide transformation. The critiques of higher education provoked a series of reforms--service-learning, learning communities, assessment, collaborative learning, and technology-enhanced classrooms among them. Measured by the number of campuses that have adopted them, these reforms have been successful. However, reformers have become increasingly dissatisfied with the impact of these changes. traditional lecture-based classes and experience the curriculum as a disjointed set of requirements to be completed before entering the workforce. |

This article discusses the new educational reforms in Germany . The most important question in the recent political debate in Germany is that of educational reforms. German higher education system has been in crisis from a long time and international competition and financial pressures had intensified the need to change these policies and systems. Changes in new educational policies are characterized by incremental steps that reshape the existing institutions and are intended to introduce new ways of thinking regarding higher education's role in modern society. Universities worldwide now encounter far greater challenges, and are subjected to an unprecedented level of external scrutiny. The change in governance ideology in the higher education sector has altered the way in which universities are managed, a phenomenon identified by Slaughter and Leslie as academic capitalism. This article examines how Chinese universities are responding to this phenomenon in their cultural complexity and social contexts, using South China University of Technology as an example. At the same time, the concepts of globalisation and internationalisation are taken as salient features of our times, and are often mistakenly used interchangeably. This article argues that they are fundamentally different, reflecting phenomena with different rationales, objectives and effects. By presenting an analysis of China's internationalisation of higher education through an in-depth case study the findings of this study shed light on the general current state of internationalisation in the mainstream of China's higher education, and underscores the idea that changes attributed to globalisation are modified and fashioned by the particular circumstances and choices of local institutions. The study vividly reveals how local circumstances can be used to manage the global within the local. During the 1990s, state governments considered in excess of 100 initiatives to reorganize, restructure, or "reform" higher education governance arrangements. The recent wave of governance change has revealed an important insight about reform activity: Large-scale redesign of a state's higher education governance system occurs in a distinctively and decidedly political context--namely, at the intersection of legislative institutions, state higher education agencies, electoral cycles, and campus politics. This article describes the landscape of public higher education governance in the states and assesses recent trends, reviews the modest research literature on the politics of reform, and reports selective results from a recent national survey of higher education governance reform in the 50 states. Globalisation and the evolution of the knowledge-based economy have caused dramatic changes in the character and functions of higher education in most countries around the world. However, the impacts of globalisation on universities are not uniform even though similar business-like practices have been adopted to cope with competition in the global marketplace. The pressure for restructuring and reforming higher education is mainly derived from growing expectations and demands of different stakeholders in society. In the last decade, government bureaucracy, public service institutions and higher education institutions and universities have been significantly affected by the tidal wave of the public sector reform around the world. Apart from improving the efficiency and effectiveness of public services, universities are confronted with a situation in which the principles of financial accountability and responsiveness to stakeholders prevail amidst the massification stage under the condition of global economic retrenchment. In response to such pressing demands for change, policies and strategies of decentralisation, privatisation and marketisation are becoming increasingly popular measures in university governance. Reform strategies and measures like quality assurance, performance evaluation, financial audit, corporate management and market competition are adopted to reform and improve the performance of the higher education sector. This research introduces the concept of organisational climate and contributes to an understanding of the recursive relationship between organisational climate and strategic change initiatives. In the 1990s there was recognition that higher education worldwide was moving through a period of rapid change. Alterations in the external environment were put forward as rationales for universities to reconsider the way they organised from their traditional governance and management structures through to the way in which they performed their primary activities of research, teaching and learning. A common approach to this adaptation or change has been through an increased emphasis upon strategic planning. This was accompanied by discourses rooted in technological determinism and the unquestioning belief in the rightness of a particular brand of corporate management. This research focused on one such approach to strategic change: the development of information strategies in 12 UK Higher Education Institutions. Using a grounded approach to theory generation, it highlights the influence of different styles of management on organisational climate. The paper discusses the antecedents and influence of one of the dimensions of organisational climate identified: insecurity/security. It establishes that that climates of insecurity (or security) can exist within an HEI and can be shared on an organisational level, or can be rooted in sub-cultures. Six issues were identified which affected the climate of insecurity or security within the different HEIs. These issues related to perceptions of change management and its frequency, predictability, openness, degree of participation, discontinuous or incremental nature of change, and whether or not decisions are implemented by use of persuasive power or coercive power. This paper explores higher education reforms in China in the 1990s. Confronted with the furious conflicts and mismatch between the market economy and the highly state-controlled socialist educational system, educationalreforms in China are extremely complex and difficult. The authors present a case study here telling the tragedy of a university president's reforms in China . They have unfolded how the macro system changes impacted on the micro system reforms. They point out that multilayers exist within an organizational culture. Although understanding organizational culture does not guarantee successful reform, however, a thorough understanding of the fabric of an organizational culture may become an effective lever to initiate or implement the context-fitted reforms. The authors try to describe informatively what dilemmas the Chinese IHE leaders were faced with in the 1990s. Abstract: |
This article explores processes of hegemony building through an analysis of higher education restructuring during the 1990. In his original elaboration of the concept of hegemony, researcher A. Gransci not only developed a critique of the liberal tendency to separate culture from politics, but he also addressed the economic reductionism and evolutionary determinism of orthodox Marxism. In doing so, he was able to challenge traditional theories of ideological domination by reformulating the base-superstructure model with a more fluid analysis of social, political, and cultural dynamics and by incorporating civil society into a framework that had state control at its centre. In critical education circles, hegemony is often understood as the ideological predominance of the dominant culture, values, and norms over subordinate social groups. In the analysis of hegemony building, then, it is helpful to go beyond the idea that dominant groups achieve hegemony only because they control cultural agencies. This article explores some of the ways in which the forces pushing for university restructuring have achieved hegemony during the last two decades, not only in the larger society but also among important sectors of the academic community. |
