Abstract:

Vocational educational has long struggled with a reputation as a lower track and dead end for socially disadvantaged populations. Since the alarm call in the 1980s about the ¡§forgotten half,” significant efforts have been expended to develop reform programs that provide disadvantaged populations viable options that would enhance their academic and economic prospects. However, considering the fact that such reform programs consist of a disproportionate numbers of Latinos and African Americans, how do we know that such reforms are not reproducing structures of racial domination? This article, an ethnographic study of a promising vocational education reform, examines race-making in the institutional organization, the representational practices, and the perspectives of students and teachers inside and outside this reform program. I argue that although the academy was a success story to some extent, it encountered negative stereotypes from its host school, while indirectly producing conditions that racially stigmatized its population. This poses questions about racial equity and the role of the institutional culture of the host school in implementing vocational reform programs. [ABSTRACT FROM AUTHOR]

Abstract:

Many attempts at educational reform, among them No Child Left Behind and a recent Philadelphia effort, assume that the quality of the educational programs being offered by schools can be inferred from the achievements of the children who attend them. This article explores the reasonableness of this assumption for Philadelphia public schools by following a cohort of students for 3 years after the completion of est grade, when most students would conclude 4th grade. It examines the rates of school-to-school mobility and exit from schools. Using a family of hierarchical models, it explores how est-grade report card marks predict the odds and character of within-district school-to-school transfers, and the odds of student exits from the public schools. The analyses then examine the effects of two est-grade school-community variables, a poverty index and a performance index, on the mobility of students. The study found high mobility prevalent in most schools. Moreover, combinations of student and school-community variables typically associated with the need for school improvement were present at schools with the highest mobility rates. The article concludes that a policy of inferring the success of school-based educational endeavors from school-level statistics can often be invalid in urban school districts due to student mobility, with the risk of error likely to be the greatest al the schools where reform is most needed and No Child Left Behind sanctions are most likely. Abstract:

In this article we described how an underperforming school district used research and theory on curriculum, assessment, implementation, and school and classroom organization to develop and implement district standards and improve the achievement of elementary school students. Key reforms included teachers developing essential curriculum standards, standards-based criterion-referenced tests, and standards-based extended learning opportunities. Teachers rated the reform efforts positively and reported a high likelihood of implementation. Using California Department of Education data, we employed Econometric analyses to estimate program effects for the district's elementary school from 1999 to 2002. A difference-of-differences model estimated 10 of 16 positive and significant effects on grades 2 to 5 SAT9 scaled score mathematics achievement, ranging from .2£m to .7£m. The same model applied to reading scores showed 12 of 16 insignificant or negative grade-level effects. As predicted, however, second and third graders in 2002¡Xthose students who had 3 and 4 years of exposure to the program exclusively¡Xexperienced only positive (4 of 4) and mostly significant (3 of 4) reading and mathematics effects. Abstract:

In 1998, the New Jersey Supreme Court ordered schools in 30 urban school districts to adopt comprehensive school reform (CSR) models as a part of the long-running Abbott v. Burke school finance case. Five years later, the Court would relax that mandate, resulting in a major education policy shift as the New Jersey Department of Education formally released many schools from the model requirement and did not enforce the mandate on others. Abstract:

Since the late 1980s, reading reform efforts in California and Texas have led to changes in beginning reading textbooks. This article examines the effects of these policies on the task that current (2000/2001) texts pose for beginning readers. I begin by reviewing trends in textbooks over the past 80 years and continue by identifying cognitive and linguistic dimensions of the beginning reading task. These dimensions, such as word repetition, are used to describe the beginning reading task of current and historical textbooks. Analyses showed that 41% of the unique words in current textbooks appear once in 10 consecutive texts. Further, between 1962 and 2000, the number of unique words increased substantially, whereas word repetition was curtailed. One conclusion from these data is that current entry-level first graders are expected to acquire new words at the same pace as exiting second graders. [ABSTRACT FROM AUTHOR]

Abstract (English):

THE PURPOSE of this naturalistic experiment was to discover the operative elements of an evidence-based reform effort that accounted for growth in student achievement. The reform was implemented in 13 schools around the United States over the course of two years. The authors studied the impact of both school-level programmatic elements and classroom-level curricular and pedagogical practices. Evidence played a role in two distinct ways: (a) in the research base that staff members were encouraged to consult to shape their local reform efforts and (b) in the data they were provided at key points concerning their progress in shaping the schoolwide reading program, altering classroom teaching practices, and improving student scores on a range of outcome measures. Through HLM analyses of school-level and classroom-level variables, the authors found that success in implementing the reform explained a small but significant proportion of the between school variance in reading growth (as measured by comprehension and fluency scores) when looking across a given year, but it explained a substantial proportion of the between school variance in reading comprehension growth when looking across a two-year period. The teachers in the high-reform-effort schools used more research-based reading instruction practices than teachers in the low-reform-effort schools and made more changes in the direction of research-based practice. Differences between the high-reform-effort and low-reform-effort schools in implementing the various components of the school change framework are discussed in light of the broader research in school reform and national and state policies regarding school change. DER SINN dieses naturalistischen Experimentes galt dem Entdecken der operativen Elemente einer evidenzbasierten Reformbemhung, die ber den Leistungszuwachs bei Schlern Rechenschaft ablegte. Die Reform wurde im Laufe von zwei Jahren in 13 Schulen quer durch die Vereinigten Staaten ausgefhrt. Die Autoren studierten jeweils die Auswirkung von programmatischen Elementen bezogen auf Schulebene und lehrplanerischen und pdagogischen Praktiken auf Klassenraumebene. Evidenz spielte eine Rolle auf zwei bestimmte Weisen: (a) in der wissenschaftlichen Untersuchungsgrundlage, welche die Mitarbeiter zu konsultieren ermutigt wurden, um ihre lokalen Reformbemhungen darauf abzustimmen, und (b) in den Daten, mit denen sie bei Schlsselpunkten ihrer Fortschritte bei der Gestaltung des schulweiten Leseprogrammes versorgt wurden, beim Verndern der Unterrichtspraktiken im Klassenraum und im Verbessern der Leistungsergebnisse der Schler im Rahmen einer Reihe von Ergebnisbemessungen. Los autores estudiaron el impacto tanto de elementos programticos de las escuelas como de prcticas curriculares y pedaggicas en las aulas. La evidencia jug un doble papel: a) en el conjunto de investigaciones que los miembros del personal podan consultar para elaborar las reformas y b) en los datos que se les proporcionaron en ciertos momentos clave para que conocieran los progresos alcanzados en el diseo de programas de lectura, la innovacin de las prcticas de enseanza y el mejoramiento de las calificaciones de los estudiantes en un conjunto de medidas. CETTE EXPRIENCE de terrain avait pour objectif de dcouvrir les lments opratoires d'un effort de rforme valu rendant compte d'une amlioration de la russite scolaire. La rforme a t implante dans 13 coles des Etats-Unis au long de deux annes scolaires. Les auteurs ont tudi l'impact la fois d'lments de programme au niveau de l'cole et de pratiques relatives aux programmes et la pdagogie au niveau de la classe. L'valuation a indiqu deux voies diffrentes : a) l'une concerne la base de recherche que les membres des quipes ont t encourags consulter pour mettre en forme leurs efforts locaux de rforme et b) les donnes apparues aux moments-cl en ce qui concerne les progrs pour mettre en forme le programme de lecture au niveau de l'cole, pour modifier les pratiques d'enseignement dans les classes, et l'amlioration des rsultats des lves pour tout un ensemble de mesures d'effets. Abstract:

This study presents a rare opportunity to systematically examine the relationship between teachers' implementation of the America 's Choice comprehensive school reform model and gains in student learning in an urban, at-risk school district. The results provide empirical evidence of relationships between student learning gains and variation in implementation of classroom and schoolwide design elements. Furthermore, analyses of national survey data indicate a greater influence of teacher-level factors over school-level factors on program implementation. Abstract:

Authors of recent reports have concluded that U.S. educational reform has ignored special education (President's Commission on Excellence in Special Education, 2002). Little is known, however, about how local educational reform efforts consider special education when making decisions that may affect students in special education or special educators. The authors of this study examined the relationships between general education reform and special education by using focused analysis of qualitative data collected through a 3-year, comprehensive project in a suburban district that adopted shared decision-making (SDM) teams and site-based management. Data sources included observations of 86 SDM team meetings and interviews with team members and special educators. Findings from primary, middle, and high schools illustrated that there was little connection between general education reform and special education. Specifically, SDM teams seldom discussed special education. Most team members and special educators did not believe that special education was represented in team discussions. Some strategies for representing special education on SDM teams were occasionally effective (e.g., assigning a team member to represent special education for a specific topic). These findings have important implications for education policy because they are consistent with the 2002 report by the President's Commission. The Professional Development School (PDS) concept was developed by the Holmes Group (now known as the Holmes Partnership) in response to a national call for educational reform. More recent reform agendas question the effectiveness of the PDS model This article examines the changes that are occurring in the Temple University PDS in Philadelphia , where the state had taken over public schools. Abstract:

This is a study of 10 high schools that implemented Advancement via Individual Determination (AVID) during the 1999-2000 academic year as a Comprehensive School Reform model. Student performance data were collected on 1.291 AVID students in these Texas schools. Researchers examined test scores, attendance rates, advanced course enrollment patterns, graduation plans, and school accountability ratings over a 3-year period. Findings indicate that all of the 10 AVID schools improved their accountability rating during the first 3 years of AVID implementation. In addition, AVID students outperformed their classmates on various standardized tests and attended school more often than their classmates. This study's finding also imply that Advanced Placement course enrollment in each of the AVID schools is increasing, and more underrepresented students are being prepared for college. Abstract:

Schools across the nation are implementing reform models intended to enable all children to meet state-established academic standards. One of the nation's comprehensive school reform models is Success for All (SFA). This study assessed the impact of the program on elementary school students in standardized reading scores as well as attendance and disciplinary measures when compared to control students. Program and control schools were further compared using teacher, student, and parent perception data on school climate and job satisfaction scales. Significant effects were seen on some but not all measures, but the consistent direction and magnitude of the effects showed benefits for SFA students when compared to control students. Abstract:

As the variety of state education agency (SEA) responses to the No Child Left Behind Act of 2001 demonstrates, different SEAs interpret the same federal educational policy differently. Nonetheless, little research has depicted how federal policies are changed by SEA-based policy intermediaries. Using an "ethnography of educational policy" approach, this article offers two illustrations of mediation processes at the SEA level: Maine 's and Puerto Rico 's initial attempts to implement the federal Comprehensive School Reform Demonstration program. Both attempts show that the mediation process is inevitable and that its general direction can be predicted: Policies will be adapted in ways that better correspond with local problem diagnoses, understandings, and habits of action. The study leaves intact McLaughlin's assertion that local negotiation and reframing of policy can be a source of improvement or added value. Such improvement is more likely if an expectation of mediation is explicitly accounted for and if what counts as improvement reflects local mores. [ABSTRACT FROM AUTHOR]

Federal involvement in the education of children and youth with disabilities in the United States was expanded with the enactment of the No Child Left Behind Act of 2001 (NCLB), Public Law 107¡V110. This Act is part of a wide sweeping Federal initiative to reform public education. A key element of the accountability system outlined in the NCLB is the disaggregation and reporting of achievement data by subgroups based on poverty levels, race, ethnicities, disability status, and limited English proficiency. Schools in which any subgroup fails to make Adequate Yearly Progress, as defined by the State, may be subject to sanctions. Implementation of the NCLB at the school level presents not only an administrative, but also an ethical dilemma; forcing school leaders to choose between two competing values, that of the individual child and that of the school at large. In this article, two questions frame this dilemma: 1. How will the standards imposed by the No Child Left Behind Act impact students with disabilities? and 2. How will school leaders balance the expectation that the individual needs of children and youth with disabilities will be met while ensuring that schools meet or exceed requirements for Adequate Yearly Progress or face sanctions? The most recent school reform agenda directed the development of national standards across the academic content areas to improve educational practice and pedagogy. U.S. Department of Education's (1994) Goals 2000: The Educate America Act and its subsequent nationwide implementation largely ignored the involvement of school counseling in school reform efforts. Abstract:

This 2-year qualitative study explores the ironies of educational reform in the United States as experienced by three second language learners attending a school attempting to transform itself into a high-performance elementary school in California 's Silicon Valley . Drawing on the concept of ¡§fast capitalism¡¨ in a globalized economic work order (Gee, Hull, & Lankshear, 1996) and the tools of critical discourse analysis (Fairclough, 1989), the findings from this investigation reveal that the discourses of school reform in the United States visibly and invisibly placed second language learners in new highly vulnerable positions. In what follows I provide an analysis of this vulnerability by relating the experiences of three families and their attempts to enrol and stay enrolled in the school of their choice. Next, I provide a critical analysis of the discourses of reading and writing instruction and of a text produced by a focal student named Alma in this context. This analysis highlights the ways in which classroom literacy practices inadvertently constrained the efforts of second language learners to acquire academic literacies and ultimately legitimated the school's decision to declare Alma ¡§not Web material.¡¨ The implications of this study relate to better understanding classroom SLA from a historical, institutional perspective and to supporting teachers and policy makers in addressing the needs of second language learners in a time of rapid social and economic change. Abstract:

This article integrates the technical model of policy implementation with a co- constructed perspective of implementation to understand the impact of the New Jersey Department of Education's (NJDOE) actions and policies on implementation of a set of court-ordered mandates in 30 of the state's poorest school districts (referred to as the Abbott or special needs districts). The analysis reveals that the organizational responses of the NJDOE subverted the goals of the reforms. At the same time, local districts have interpreted and responded to the reforms in ways that are consonant with their own experiences and understandings. The article concludes with the observation that the ambient political environment in which the NJDOE operates places it in a conflictual relationship with not only the local districts but with the state's Supreme Court, which is the progenitor of the reforms. Abstract:

The 1990s witnessed growing attention to the adoption of choice-based school reforms, particularly charter schooling and school vouchers. Although researchers have approached the school choice debate from theoretical, normative, and empirical directions, little attention has been paid to examining how teachers view school choice or what factors shape their attitudes. This oversight is significant because teachers can impact the success of school choice experiments in many ways, such as through their willingness to launch and staff schools of choice, adopt new practices developed in schools of choice, and support choice-based reform efforts in their unions and communities. Using a survey of Arizona and Nevada teachers, we find that White, experienced, unionized, Democratic educators and those working in a ¡§positive¡¨ school environment are less supportive of school choice. Arizona teachers, who live in close approximation of a free market for education, are particularly hostile to choice, but teachers who have had personal contact with a charter school are more supportive. The results indicate that the success of school choice will likely be influenced by the characteristics of the teacher workforce and teachers¡¦ familiarity with competition. [ABSTRACT FROM AUTHOR]

Abstract:

This article reports on 3 years of mathematics reform that took place in 4 high-poverty minority schools in a large, demographically mixed public school system in the South. Comparisons were made with 2 demographically similar sets of schools on project-constructed interviews, items taken from the Third International Math/Science Study (TIMSS) data set, and Stanford Achievement Test scores. The reform project used teacher-training methods that originated from Project IMPACT (Increasing the Mathematical Power of All Children and Teachers), a project implementing intensive professional development in schools in Maryland . The project reported some modest successes, with school leadership and students' access to teachers trained by project staff as important components of project success. The project and its results are discussed in relation to Schoenfeld's (2002) ideas about the criteria for equitable and successful mathematics reform. [ABSTRACT FROM AUTHOR]

Abstract:

This article argues that school reform initiatives - particularly those aiming at high schools -- have greater chances of staying made when the community actively participates as an empowered change agent. This historical analysis of the Mexican American parent community involvement in the Salinas high school district, in California , provides the context for answering some of the questions around the roles a community plays as an external force for school renewal, and the lasting effects of such protagonism. This section presents the text of an address given by Beverly Eakman during a Constitutional Coalition in St. Louis , Missouri on January 30, 2004 , which focused on the problems associated with education reforms in the U.S. Presumably, children will be tested on unnecessary curriculum under U.S. President George W. Bush's No Child Left Behind Act. In 1996, the United Nations Educational, Scientific and Cultural Organization (UNESCO) came up with an idea on the old International Baccalaureate in 1996, which it called the International Educational System Pilot Project. Regarding the project, UNESCO announced that the project was established with the aim of testing the feasibility of creating an international education system, and that it would contribute to an improvement in peace education by involving schools from diverse cultures. The Associated Press recently reviewed the National Education Association's (NEA) filings from 1993 to 1999, reporting in a series of stories that the NEA stated on its tax returns that no union dues were spent on politics despite extensive internal memorandum laying out union-funded political activities. For instance, a July 1999 strategic plan stated that the union budgeted $4.9 million for the 2000 election. According to the document, part of the budget was spent on a national political strategy involving candidate recruitment, early voting and vote-by-mail programs.

Abstract:

Since its publication in 1983, A Nation at Risk has caused several waves and ripples of educational reform. This article puts that report in the context of earlier responses to perceived education crises. One such important response was from the private sector: the New American Schools Development Corporation (NAS). NAS attempted to create, develop, and widely disseminate "break the mold" whole-school designs to improve student achievement in the nation's schools. Despite a history of mixed results, NAS was influential in changing federal policy to support the Comprehensive School Reform Demonstration program (CSRD). Now embedded in the No Child Left Behind legislation, CSRD has private and public sector support for the nation's continuing attempts to create effective schools. Abstract:

During the 1990s, state governments considered in excess of 100 initiatives to reorganize, restructure, or "reform" higher education governance arrangements. The recent wave of governance change has revealed an important insight about reform activity: Large-scale redesign of a state's higher education governance system occurs in a distinctively and decidedly political context--namely, at the intersection of legislative institutions, state higher education agencies, electoral cycles, and campus politics. This article describes the landscape of public higher education governance in the states and assesses recent trends, reviews the modest research literature on the politics of reform, and reports selective results from a recent national survey of higher education governance reform in the 50 states. Abstract:

An increasing number of states and cities are allowing for the takeover of school districts, either by a state authority or by the mayor. Twenty-four states allow state takeover of local school districts, permitting state officials to exert authority over a district in the case of "academic bankruptcy" or woefully low-performing schools. This study examines the potential for city and state takeovers to turn around low-performing schools, focusing roughly on the period from 1992 to 2000. This study utilizes a diverse set of empirical measures to gauge the initial impact of city/state school district takeover reform. To restore public trust, takeover reform maintains a strong focus on low-performing schools and students, including allocating additional resources to those schools. Too often, takeover reform pays primary attention to standardized test achievement as the most important measure of school improvement. Implementation of takeover reform has increased over the past decade.

Abstract:

A longitudinal policy analysis was undertaken in four schools to explore the degree to which positive outcomes associated with a 1990 state policy on education reform had been sustained in the context of subsequent policies emphasizing standards-based reform and school accountability. The shifting policy context supported the sustainability of initial positive outcomes such as increased use of educational support systems and teams, but was associated with increases in referrals to special education and the use of more restrictive special education placements. Findings suggest a need to recognize shared as well as competing goals among educational policies and to explore a variety of approaches to expanding the capacity of general education to support students within the context of standards-based reform. Abstract:

This article discusses issues concerning education reforms in the U.S. Families and neighborhoods everywhere are affected by the changes that the new economic structure brings to labor markets and the demands of education. Education has simply become training. Children are sent to school to learn and earn. They are taught not just to take tests but do well on them. Schooling has become a production-oriented process where outcome is measured by student employability, school-wide report cards and state benchmarks. U.S. President George W. Bush quickly ushered in the former superintendent of the Houston Independent School District (HISD), Rod Paige, as secretary of education. Bush has predicated his education agenda on the perceived success of HISD schools. Testing children constantly and avoiding questions of urban violence, poverty and unemployment, the HISD contributes to the culture of self-made individualism. Looking at the current market interest in education highlights several significant trends in U.S. society, most strikingly the complete surrender of public equality to the needs of corporate competitiveness. Moreover, ideological and market forces have culminated in a meager promise of equity through consumerism that challenges how those interested in progressive social change will have to operate.

Abstract:

In this paper, we debate the strengths and limitations of standards-based science education reform in the United States . Our purpose is to raise questions and encourage conversations about the mis/uses of standards to shape science curriculum and instructional practices at both state and national levels. We begin by examining the case of California : California recently developed science content standards and used these standards to guide the development, assessment, and adoption of K-8 science instructional materials, a process in which we participated. We offer substantive critique of the California standards themselves and the ways such standards narrowly frame science education for the state's teachers and students. We then move to more general challenges posed by fashioning standards as instruments of reform: the proliferation of increasingly unwieldy instructional materials and the muting of teachers' voices in local decision-making processes. While we do not call for the elimination of standards, we argue for greater awareness of the challenges in using standards to achieve science education reform and for renewed effort to include teachers in the translation of standards into local, responsive practice. The most recent school reform agenda directed the development of national standards across the academic content areas to improve educational practice and pedagogy. U.S. Department of Education's (1994) Goals 2000: The Educate America Act and its subsequent nationwide implementation largely ignored the involvement of school counseling in school reform efforts. Counselors in schools face the challenge of preparing students to meet the expectations of these higher academic standards and to become well-educated and contributing members of an ever changing and complex society. Abstract:

Policy responses to comprehensive reform initiatives necessitate the creation of cross-sector coalitions in support of change. Using the 1998 New Jersey Supreme Court decision, which compels the state of New Jersey to implement a series of comprehensive reform in the state's 30 poorest districts, this paper investigates the factors that successfully predict these districts' abilities to generate cross-sector support for the reforms. It also explores the extent to which the level of support generated within these districts' communities impact on their willingness to embrace the reforms and their perceptions of resource problems. Abstract:

After more than a year of debate, the Virginia State Board of Education adopted new curriculum 'standards' in June 1995 for elementary and secondary school social studies. The debate over the content and shape of these standards was acrimonious. At odds were twocommunities with fundamentally different conceptions of the nature of knowledge and the purposes of social studies: on one side were the state's conservative Republican Governor and his political appointees to the State Board of Education, and on the other was the professional social studies community, comprising college educators, curriculum supervisors and some classroom teachers. The Governor and his team won this debate by managing both the discourse and also the official structure in ways that largely excluded the professional community from substantive participation in the standards-development process. Abstract:

This article examines the processes and outcomes of educationalreform in Atlanta in the Progressive era, and assesses the implications of the Atlanta case study for a broader explanation of progressive school reform. City politics in Atlanta at the turn of the century are discussed in the following section of the article. The second section describes the introduction of reforms in each of the principal realms of reform activity into Atlanta 's public school system. The concluding section of the article proposes a theoretical framework based on the sociological theory of complex organizations within which the convergence of reform efforts in the public school systems of diverse cities may be explained.
