Mr Chong Yiu Kwong on management of Baptist (Sha Tin Wai) Lui Ming Choi Primary School

Many local dailies reported that Baptist (Sha Tin Wai) Lui Ming Choi Primary School was accused of accounting irregularities in October 2018, as school principal Joyce Sit Fung Ming and a teacher collected cash in Australian dollars equivalent to HK$2.87 million from about 200 pupils in nine study tours to Australia over the previous seven years, and part of the money was once deposited into the teacher's account.

The school's independent investigation committee released a report yesterday (11 April), saying no evidence of misappropriation of funds was found, and the arrangement, though inappropriate, was out of convenience's sake, as the teacher responsible for the study tours has a driving license in Australia.

Education sector lawmaker Ip Kin Yuen was disappointed with the report, as many facts were missing and some key issues were not explained.

In an interview with Ming Pao, Mr Chong Yiu Kwong, Senior Lecturer at the Department of Education Policy and Leadership, was quoted as saying that the school might have violated clause no. 64 of the Education Regulations, which has strict requirements on schools' accounts. Meanwhile, the teacher might be guilty of using a false instrument under the Crimes Ordinance for signing receipts after the study tours.
