Introduction
Education Policy Forum was a two-year project started in February 2008, funded by the Major Initiatives of the Faculty of Education Studies and under the administration of the Department of Education Policy and Leadership. The Forum aimed at providing a platform to facilitate discussions and discourses on education policy among staffs and students at HIKEd, in schools and the community at large.
Outcomes
(a) A total of 142 articles had been published in the local newspapers with the coordination of the Forum, 36 staffs from different faculties and centers of the Institute were involved in the writer team organized by the Forum.
(b) Over 120 news articles collected in two volumes of a series were published in 2008 and 2010, respectively. The publications were distributed to the libraries, departments, centres, and various staff of concern at the Institute, to serve as key references for related PS core courses, e.g., Critical Issue in Education, The Professional Teacher, as well as The Sociological and Philosophical Perspectives in Education in the BEd and PGDE programmes.
A series of 7 forums in response to emerging educational issues in Hong Kong was organized. An attendance totaling 278 staffs, students and the public was recorded.

The 2009 Teacher Convention co-organized by the Council on Professional Conduct in Education and the Education Policy Forum in October 2009 laid an initial foundation for shaping a new form of teacher development programme where education motions concerning the MOIs, ECE, 334, inclusive education and teaching professions were discussed and adopted by the participants in the event. This first-of-its-kind experience in Hong Kong proved to be very valuable to both in-service and pre-service teachers within the professional community. One hundred and fifty participants from different schools were recorded.
A survey study titled “Parents’ Use of Full-day Early Childhood Education Service” was conducted in collaboration with the Council of Non-profit Making Organizations for Pre-primary Education in 2010. Over 10,000 families completed the questionnaire, representing a response rate of 61.9%. A press conference was held to publicize the findings. A position paper was later submitted to the Legislative Council for deliberation. The final report is underway.
- Education Policy Study Training Course for Students
A five-week training course on education policy study was organized for HKIEd students and Form 7 graduates in the summer of 2009. Continuous interest and involvement among the students in education policy was witnessed.
A display on the policy context concerning the establishment of a General Teaching Council and related discourses throughout previous years of development was exhibited in the library from June to August 2009.
A website which showcased the works of the Education Policy Forum was already in place. It is also expected to serve as a resource center to promote and facilitate the policy discourse in the Institute, in schools and the community at large.
