The course will engage students in the understanding of a wide range of school-based curriculum development (SBCD) in the area of national security education (NSE) in Hong Kong schools. To pave a foundation for understanding NSE in schools, basic concepts and theories about national security will first be introduced. Students will then obtain an overview of NSE policies and practices in different countries. The main parts of the course will focus on planning and implementation of NSE in Hong Kong schools. This includes the understanding of the One Country Two Systems, National Security Law, National Security Education, Curriculum Framework of NSE, and NSE in different schools. Students will further deepen their understanding of NSE by using the curriculum concepts, such as curriculum planning, SBCD, to analyse the features of school-based NSE; applying the concepts/theories of curriculum implementation and evaluation to examine the factors that foster and constrain the implementation of NSE; developing appropriate NSE practice in schools. Students will understand a range of teaching strategies that may be applied in school-based NSE, including classroom events and outside classroom activities, such as school assemblies, and special theme-based days. Students will demonstrate their knowledge and competence to participate in the planning and implementation of NSE in future schools through a reading review, a group project, and writing up a proposal. This process will nurture students’ values of multi-perspective thinking, self-regulation, and well-being and enhance their national identity.
