School development and accountability (SDA) form an integral part of the whole reform and is always one of the top priority to ensure all students are achieving at high levels. While striving for continuous advancing, quality assurance is also one of the major concerns for schools. Since 2003, the new SDA framework has started to build a strong culture of transparency and accountability in school sectors. Middle managers in a school are at the core of successful SDA implementation front. In this course, the essential elements of SDA framework will be discussed and then follow on exploring the development of individual function group’s plan with an ultimate aim to contribute and ensure its sustainable development of the whole school under the present emerging SDA framework.
