Controversial civic concepts and issues will be explored with multiple perspectives and international references. The course will address the ideological background of “One country, Two systems”, against which the Hong Kong Special Administrative Region (HKSAR) was established. Important provisions of the Basic Law and the salient features of the HKSAR government will be examined. Students will conduct a study of non-governmental organizations (NGOs) in the course as NGOs are active members in the civic community and are important in the field of public policies of Hong Kong.
