The Centre for Governance and Citizenship (CGC) of The Hong Kong Institute of Education is presenting to you a seminar on A New Civics Curriculum for Australian Schools- Is it National Education? by Dr Libby Tudball, Senior Lecturer at Monash University, Australia and Dr Deborah Henderson, Associate Professor at Queensland University of Technology, Australia, on 27 November 2012 (Tuesday), 12:30 p.m. to 2:00 p.m., at Learning Commons - Multipurpose Room, Block C, Lower Podium, Room 02 (C-LP-02), The Hong Kong Institute of Education (Tai Po Campus), 10 Lo Ping Road, Tai Po.

The Australian government is concerned with building the capacity of its young citizens to engage with the challenges and uncertainties of the 21st century. Recent education policy initiatives in Australia reflect government efforts to align educational outcomes with the national interest in response to global shifts and increased regional interaction (MCEETYA, 2008). The development and implementation of the first national curriculum in Australia, referred to as The Australian Curriculum (Australian Curriculum, Assessment and Report Authority, ACARA, 2012), is providing a national opportunity for educators to rethink curriculum priorities  and to decide on new emphases for learning in Australian schools. However, the assumption that a national approach to curriculum development is the most appropriate strategy to improve the quality of education in Australia continues to be debated. Civics and Citizenship Education (CCE) is a key part of this new curriculum and its position is also debated. In this paper we discuss and critique the development of CCE in Australia. In unpacking some of the assumptions about the learning young people require and the debates in Australia, we also propose some future possibilities for CCE.

Dr Libby Tudball is a Senior Lecturer in Education and Director of Undergraduate Programs at Monash University, Australia.  She lectures in pre-service teacher education programs and supervises higher degree research students.  Her publications include school curriculum resources, teacher professional learning programs, academic articles and research reports. Her research interests include civics and citizenship and values education, the internationalisation of education, studies of Asia, teacher professional learning and education, the inclusion of indigenous perspectives in school curriculum, and social education.

Dr Deborah Henderson is an Associate Professor in the Faculty of Education at Queensland University of Technology, where she lectures in history curriculum and in social education curriculum. Prior to this she taught history and civics and citizenship education in secondary schools. Her trans-disciplinary research interests and publications include fostering values, cross-cultural understanding, critical inquiry and active and informed citizenship in the history and social education curriculum; politics and policy making for Asia literacy; teacher leadership and professional development.
