目的



運用『為教師創造空間而提供的額外撥款』改進學校效能」是由優質教育基金贊助,由香港教育學院教育政策與行政系及香港大學教育系的教員合作舉辦的一個為期兩年的計劃。計劃之主要目的為:

了解參與本計劃的學校如何運用此撥款
為參與本計劃的學校提供分享運用撥款的機會
鼓勵學校把運用此撥款作為改革學校的第一步
對參與本計劃的學校在運用此項撥款的改變進行研究


內容



本計劃共分四個階段,分別為


第一階段:了解目前情況

本研究計劃的成員將會探訪三十間目標學校、訪問校內不同人士(包括校長、副校長、及教師)、從觀察及資料分析中收集初步資料,並找出學校運用撥款的特點及問題。同時,香港教育學院和香港大學均會舉辦大型研討會及工作坊,協助全港中、小學處理即時需要。


第二階段:分享與反思意見和經驗


此階段的主要目的是協助目標學校檢討撥款計劃和提供學校間互相學習的機會。舉辦工作坊,找出良好的例子及讓學校整理2002-2003學年的撥款計劃。研究計劃成員並會釐定撥款計劃的基準和探訪目標學校,並協助整理撥款計劃,如運用撥款的目的。


第三階段:評核


此階段的目的為:

了解目標學校如何達到運用撥款的目的
找出令撥款計劃成功或失敗的原因


因每間目標學校會根據它們獨特的情況、信念、優點和缺點發展撥款計劃和運用撥款,只用一套基準為學校作評核是不能作準的。所以,研究計劃成員會與每間目標學校協議並特訂一套評核撥款計劃的基準。訪問、實地觀察和資料分析亦會同時進行。評核成果將會稍後給予各目標學校。


第四階段:推廣


此階段的目的為推廣良好的撥款計劃與運用予其他學校。推廣媒介為:

Objectives

" Making use of 'Capacity Enhancement Grant' in Improving School Effectiveness Project" is organised by Department of Educational Policy and Administration, The Hong Kong Institute of Education and Faculty of Education, The University of Hong Kong. This project is sponsored by Quality Education Fund and it takes 2 years.

To understand how participant schools in this project determine and implement ways to make use of the capacity enhancement grant in their own school contexts.
To provide opportunities for participant schools to share experience in making use of the capacity enhancement grant.
To encourage schools to make use of the capacity enhancement grant as the entry point to further think of ways in reforming their own schools.
To research on changes within the participant schools as a result of implementing capacity enhancement grants.

Activities

The project will be divided into 4 phases:

The 1st Phase: Understanding the current situation

The Project Holders and Research Assistants will pay visits to the 30 target schools. Interviews with different personnel (including school heads, deputy heads and other teachers), observation and document analysis will be carried out in order to obtain primary data.

In parallel, large-scale seminar and workshop similar to that organized by HKIEd and HKU in October 2000 will be held in October or November of 2001 in order to cope with the general immediate needs of the schools at large.


The 2nd Phase: Reflection and exchange of ideas and experiences

The main target at this phase is to provide inputs and opportunities for the target-schools to reflect on their own plans and to learn from each other. The workshops will be helded and good practice will be identified. Target schools will then adjust their own plans for the academic year 2002-2003. School visits by the Project Team will be paid to assist the Target Schools to adjust their plans, including their objectives, by which the criteria for the evaluation of the plan will be formulated.

The 3rd Phase: Evaluation


The purposes of this phase include:

To evaluate how well the Target Schools achieve their objectives; and
To identify the factors contributing to the success or failure in achieving those objectives.

As each Target School develop their own plans and objectives according to their own unique situations and beliefs, as well as their strengths and weaknesses, it will be difficult and inappropriate to apply one set of criteria across all schools in the evaluation process. The Project Team will negotiate with each of the Target Schools on the criteria in evaluating the implementation of their respective plans. Interviews, field observation and document analysis will be carried out. Feedbacks to the Target Schools will be provided afterwards.

The 4th Phase: Dissemination

The purpose of this phase will be to disseminate the good practice identified and the factors attributing to the successful implementation to the other schools. It will take the form of:

the conclusive report;
CD-ROMs and videotapes;
the web-site which will be widely publicized by this phase; and
seminars participated by school heads and middle managers;
