I wish to extend my deep gratitude to the management team and the University community for their contribution and dedication, which resulted in yet another remarkable year. Together, we made great strides and achieved breakthroughs on different fronts, in line with the direction set out in the University’s Strategic Plan 2016-2025. Celebrating education heritage As we approach our 30th anniversary next year, it is an opportune time to remember, reflect on and rejoice in our century-old education heritage. The seeds were sown as early as 1881, when the first government normal school was established. This eventually branched out into five colleges of education, which were amalgamated in 1994 to form our predecessor – the then Hong Kong Institute of Education. We have indeed inherited a rich education legacy, thanks to the solid foundations laid by generations of passionate educators and scholars. This historical context defines what we are today, and we must take this forward to fulfil our core mission in teacher education and related disciplines. This is what differentiates us from other publicly funded universities in Hong Kong. Embracing change At EdUHK, we take pride in nurturing future educators and professionals as responsible and caring change agents. Their role in society is indispensable and irreplaceable. That is why the University must take the initiative in preparing them for future changes and challenges to come. Part of this involves making continuous curricular enhancements so that they can develop a broader perspective, embrace positive values, and become future-ready. I am pleased to note the latest initiatives in this regard, particularly the introduction of the credit-bearing courses on the Greater Bay Area (GBA) for all undergraduate students. Having an opportunity to gain teaching experience in GBA schools is invaluable for prospective teachers. This, together with the diverse learning opportunities made available in our country and the rest of the globe, will enable our students to navigate our fast-changing world. 這是本人第三份校董會主席前言。在此,我謹向 大學管理團隊和本校所有成員致意,感謝各位的 投入和付出,讓我們能朝着《策略發展計劃20162025》制定的方向,邁步向前,在不同方面均取 得突破,成就又一個卓越而豐盛的學年。 慶祝教育傳承 明年是香港教育大學(教大)三十周年校慶,正好藉此良 機回顧、反思,並慶祝我們長達逾百年的教育傳承。香 港教師教育的根源,最早可追溯至一八八一年第一所官 立師範學堂的誕生,後來開枝散葉、擴展成為五所前師 範及教育學院,並於一九九四年合併為本校的前身、亦 即香港教育學院。全賴一代又一代充滿熱誠的教育同工 和學者為我們奠定堅實基礎,教大才得以繼承這份無比 豐厚的教育遺產。這個源遠流長的歷史背景,同樣塑造 了我們今天的面貌,我們必須傳承這份瑰寶,並予以發 揚光大,履行教師教育與相關學科的核心使命。而這亦 是教大能獨樹一幟,與其他本地公帑資助大學的區別所 在。 擁抱改變 教大一直以培養負責任和關懷他人的變革者為己任。他 們未來將會成為教育工作者或其他專業人士,擔承社 會上無可取代的角色。有鑑於此,我們必須及早裝備 他們,以迎接未來種種的變化和挑戰。我們其中一項重 要的工作就是不斷豐富現有課程,以期協助他們拓闊視 野,抱持正向價值觀,為未來作好準備。我十分高興看 到有關這方面的各種新猷,尤其為所有本科生引入大灣 區必修課程,為準教師提供難能可貴的大灣區學校實 習機會。凡此種種,連同前往內地及海外的多元學習機 會,將有利我們的學生應對瞬息萬變的世界。

香港教育大學 2022-2023 年報 5 Chairman’s Foreword 校董會主席前言 Equally important is the future readiness of our prospective teachers, amidst the advent of new technologies, notably artificial intelligence (AI). I am encouraged by the forward-looking approach pioneered by the University to facilitate our students to use generative AI tools in an ethical and effective manner. The key is to uphold academic integrity, irrespective of technological breakthroughs. Making an impact The year 2023 marks the 10th anniversary of the Belt and Road (B&R) Initiative, which is part of the national strategy for promoting cooperation and connectivity between people in different regions of the globe. This is a priority area for EdUHK’s knowledge-transfer efforts, made possible through capacity building, consultancy and research collaboration. We have left our footprint in 12 B&R countries, from Southeast Asia and the Middle East to Central Europe. This is in addition to an array of partnerships with leading universities and international organisations. I look forward to seeing more of these impactful projects to contribute to the shaping of the regional educational landscape. Change at the helm The year also saw a global search for a new President, following the decision of Professor Stephen Cheung Yan-leung to pass on the torch upon the completion of his decade-long presidency. A search committee was established to assist the Council in the process. After months of searching and consultation meetings, Professor John Lee Chi-Kin, a passionate educator and renowned scholar of high international standing, stood out as the best candidate for the post. I have every confidence that the University will continue to scale new heights under the stewardship of Professor Lee and his new senior management team, including newly appointed Vice President (Academic), Professor May Cheng May-hung. I wish to take this opportunity to thank Professor Cheung for his exemplary leadership over the past 10 years, duringwhich the University underwent a significant transformation and impressive growth. The retitling of the then Institute in 2016, in particular, represented amajormilestone for theUniversity. My sincere thanks also go to the outgoing Council Members, Dr Anissa Chan Wong Lai-kuen, Mrs Chan Siu Suk-fan, Ms Teresa Chan Mo-ngan, Ms Trudi Chan Shui-fan, Ms Anna Hui Sui-yee and Miss Lam Sing-loi, for their dedication and wise counsel. I would also like to welcome the new Council Members, namely Mr Kwok Wing-keung, Ms Louise So Yuen-yi, Ms Teresa Poon Sin-yi and Miss Emily Cheung Yu-yi. The Education University of Hong Kong Annual Report 2022-2023 6 President’s Overview 校長的話 President’s Overview 校長的話 It gives me great pleasure to present my final Overview for the University’s Annual Report 2022-23, before my decade-long tenure comes to an end. It has been my honour to serve as EdUHK President. I have had the privilege of working with an extraordinary team, comprising passionate scholars and dedicated professionals. We have shared the same mission and goals, and we have worked closely together to achieve them. I would like to place on record my profound gratitude to the entire University community, stakeholders and donors for their unfailing support over the years, without which many of the University’s impressive developments and achievements would not have been possible. Forerunner in education The year under review was equally impressive. Our overall research capacity continued to shine, with record-high funding secured in the Research Grants Council’s highly competitive General Research Fund exercise. As a forerunner in education, we once again ranked first in terms of the number of funded projects and the awarded amount in the subject. The University also fared well in other areas of research, such as humanities and social sciences, particularly in the subject discipline of psychology and linguistics. This is testimony to our robust research culture across the board. I must also congratulate our academics on their achievements in driving innovation for the benefit of the community. In a first for EdUHK, we won a Gold Medal with Congratulations of the Jury in the latest international invention exhibition in Geneva. This prestigious honour was awarded to less than 16% of the year’s entrants. During the reporting year, EdUHK garnered a total of 38 international innovation awards – an 81% yearon-year increase. Our global reputation was further enhanced with 34 of our scholars named among the world’s top 2% scientists by Stanford University. EdUHK also ranked fourth in Asia and 21st in the world in education, according to Quacquarelli Symonds. 本人十年校長任期即將屆滿,這是我最後一次為大 學年度報告撰文。 我很榮幸擔任教大校長,與充滿熱誠的團隊共事。我們 抱持相同的願景和目標,緊密合作,為實現教育理想一 同努力。在此,我要向教大全體同仁、各位持份者和捐 贈者表達深深的謝意。承蒙大家多年來的鼎力支持,教 大方能屢創佳績,卓然有成。 教育先導者 過去一年,我們取得令人振奮的成果。本校的整體研究 實力表現卓越,在研究資助局(研資局)競爭激烈的「優 配研究金」中更獲得破紀錄的撥款。作為教育先導者, 我們在教育學科的資助項目,無論在數量和撥款總額, 均繼續獨佔鰲頭。而在其他研究範疇,例如人文和社會 科學方面,教大亦有良好表現,尤其是心理學和語言學 等學科領域,足證我們擁有雄厚的研究實力。 在此,我要特別恭賀本校一眾學者,在推動創新、貢獻 社會方面,取得傑出的成就。教大在最近一次日內瓦 國際發明展中,首度榮獲評判特別嘉許金獎,此榮譽 每年僅授予少於16%的參賽者。此外,教大年內已先 後奪得三十八個國際創新發明獎項,按年增長81%。與 此同時,我們在全球聲譽日隆,有三十四名學者榮登 史丹福大學全球首2%科學家名單。而根據Quacquarelli Symonds世界大學學科排名,教大在教育領域名列亞洲 第四與全球第二十一位。

香港教育大學 2022-2023 年報 7 President’s Overview 校長的話 Pleasurable learning In terms of knowledge transfer, our faculty members continued to lend their expertise to enhance learning and teaching through impactful projects. As an educator, I have been contemplating how to make learning more pleasurable to schoolchildren, instead of expecting them to learn by rote. This formed the backdrop of the University’s animated series in different subjects over the past few years. With over 10 million views, these learning resources have proven to be effective for both formal and non-formal learning. As President, I am delighted to see our students grow personally, academically and professionally. Our local graduates are highly soughtafter in the education sector. This has much to do with our strong emphasis on pedagogical innovation, teaching ethics and practicum. Outside Hong Kong, it is encouraging to note that our graduates from different parts of the world are having an impact in their home countries, especially those in the B&R region. Serving as policymakers, university lecturers and master teachers, they have become pioneers in driving educational development and change. Before closing, I must say that I will look back fondly at my time as EdUHK President. It was a decade filled with achievements, breakthroughs and milestones. There were of course challenges along the way, but we rose to meet them and became stronger together. My best wishes go to my successor Professor John Lee Chi-Kin in taking the University forward. The Education University of Hong Kong Annual Report 2022-2023 8 President (Designate)’s Message 候任校長的話 President (Designate)’s Message 候任校長的話 It is with great honour and humility that I take on the role as the sixth President of EdUHK, a position which comes with enormous responsibility and commitment. I am truly indebted to the Council for placing its confidence in me. In particular, my heartfelt thanks go to Professor Anthony Cheung Bing-leung and Professor Stephen Cheung Yan-leung, the two Presidents with whom I have worked during the significant transformation of the former Institute and the birth of EdUHK. Seven years after retitling, EdUHK has come a long way on various fronts, including learning and teaching, research, and knowledge transfer, thanks in large part to the concerted efforts of the University community. While remaining committed to nurturing educators and professionals, we are expanding the scope of our programme offerings, research and knowledge transfer activities. This means that we are well positioned to make an even greater contribution to the school sector, the wider community and the nation. Embracing technology Globally, technology has brought about unprecedented changes to our daily lives, and learning and teaching are no exception. Embracing change is probably our only option. For educators, our major concern is how to ensure the effective, ethical and equitable use of new technologies. This has led to the recent launch of the University’s 6-P pedagogical approach, which facilitates the assessment of self-regulated learning with the premise of upholding academic integrity. Our academics are instrumental in ensuring that our students understand the nature, application and limitations of the new technologies, especially artificial intelligence. Another key development is Hong Kong’s integration into the Greater Bay Area (GBA), which is an important national strategy. As a publicly funded university, it is important for EdUHK to establish a foothold in the GBA and to carry out teacher and vocational education, as well as joint research and training activities in the region. This will be a win-win situation for the University, its GBA partners, and other stakeholders to synergise efforts in enhancing human talent with virtue and the quality of education. 承蒙校董會信賴,本人十分榮幸能夠接任教大第六 任校長,並深深明白到我的角色任重道遠。在此, 我要特別感謝曾與我共事的前校長張炳良教授和張 仁良教授。我們在大學正名的路上並肩同行,一起 見證教大的誕生。 教大正名至今,已逾七年。全賴教大上下同心同德,我 們在學與教、研究及知識轉移等不同方面,均取得長足 發展。在秉持培育教育及專業人士這核心使命外,我們 同時不斷擴闊學術課程、拓展研究和知識轉移活動,致 力為學界、社會和國家作出更大貢獻。 擁抱科技 放眼全球,科技正為我們的日常生活帶來前所未有的改 變,學與教方面也不例外,必須要作出相應的改變。對 教育工作者而言,我們主要關注的是,如何確保有效、 合理和公平地使用這些創新科技。在此原則下,教大於 近月推出6-P教學取向,以促進自主學習,同時維護學 術誠信。本校學者在引導及確保學生理解創新科技的本 質、應用和局限性,尤其是人工智能方面,正發揮重要 作用。 香港另一關鍵發展方向就是融入粵港澳大灣區(下稱「大 灣區」),亦即國家「十四五」規劃及第二十次全國代表 大會提及的發展戰略。教大作為一所公帑資助大學, 需要立足大灣區,推動區內的教師教育、職業教育,以 及聯合研究和培訓活動。我相信,在教大、大灣區合作 夥伴和其他持份者的共同努力下,我們可以發揮協同效 應,提高人才素養和教育品質,達致共贏。

香港教育大學 2022-2023 年報 9 President (Designate)’s Message 候任校長的話 Ongoing curriculum enhancement My career in teacher education began as a frontline lecturer at one of the former colleges of education. I subsequently joined the world of academia, with an interest in curriculum studies, values education and school improvement. To further enhance the competitiveness of EdUHK graduates, an ongoing curriculum review is more important than ever, given the fast-changing educational and societal needs. Therefore, new plans are underway to enrich our undergraduate and postgraduate programmes and courses with more elements, such as teachers’ professional conduct, and positive and values education, as well as Basic Law and National Security Education. As President Xi Jinping remarked, Hong Kong will prosper only if its young people thrive. This is what is expected of each university in nurturing talent with national identity for the future. Boasting the largest critical mass of educational experts locally, EdUHK is at the forefront of driving educational innovation and leading the strategic development of education and related areas for the long-term development of our country and society. So much has been achieved over the years, and the University has great potential to reach new heights. I look forward to working with all stakeholders in fulfilling our core mission. This will prepare our students to become responsible agents of change in the face of an ever-changing world. The Education University of Hong Kong Annual Report 2022-2023 12 Learning and Teaching 學與教 Embracing AI The advent of new technology has brought about both opportunities and challenges to learning and teaching. While artificial intelligence (AI) can be employed for effective learning, there are growing concerns about its implications for academic integrity. To encourage staff and students to make use of AI-enabled generative tools responsibly, the University promulgated the ‘6-P pedagogical approach’ in March 2023 to enhance learning and teaching efficacy through the use of the new technology. This approach subsequently became an integral part of the University’s guidelines on teaching, learning and assessment, which stress the importance of the effective and ethical use of technology, as well as digital equity. Under the guidelines, EdUHK students may make use of AI-enabled generative tools in their coursework, as long as they make a declaration and articulate their reflections during the learning process. Using their professional judgement, faculty should work with AI-enabled generative tools in learning and teaching, while ensuring compliance with academic integrity. 香港教育大學 2022-2023 年報 13 Learning and Teaching 學與教 As early as 2020, the University signed a memorandum of understanding (MoU) with Microsoft Hong Kong to better prepare its prospective teachers with digital and other technological skills. One of the major initiatives was to introduce an AI literacy programme delivered in the form of self-directed learning with resources from the company, and workshops. This momentum was furthered by another MoU signed with Huawei Hong Kong in May 2023 to promote smart teaching on campus. As part of the agreement, an ICT academy was established to help nurture talent for the information and communications technology sector in Hong Kong. The University has also championed the promotion of AI literacy for the education sector and beyond. In 2020, EdUHK launched a three-year project targeting more than 1,000 local university and senior secondary students, with the aim of enhancing their conceptual understanding of AI algorithms and related application and ethical issues. A new phase will be rolled out in September 2023 to extend the reach of the project to teachers and administrative staff in small- and medium-sized enterprises. GBA exposure To enrich students’ learning experience, the University announced in July 2022 the introduction of a cross-faculty core course, part of which will enable undergraduate students to visit other parts of the GBA to deepen their understanding of our country. Starting with the 2023-24 cohort, the course is expected to be extended to over 1,300 undergraduate students each year by 2026-27. As a pilot, a group of 14 selected Bachelor of Education (BEd) students conducted their three-week block practice in schools in the GBA in June 2023, gaining first-hand experience in teaching in the region. Two distinguished scholars from Peking University, Professor Chen Suzhen and Professor Sun Hua, were appointed in the 2022-23 academic year as the first batch of visiting professors, followed by the appointment of Professor Zhao Dongmei and Professor Niu Dayong in 2023-24. Tailored to cater for the talent needs of various emerging sectors, these programmes were well received among Diploma of Secondary Education candidates. The three most popular programmes attracted over 3,000 Band A applications. For the most competitive one, an average of 38 applicants competed for each place in the JUPAS main round after modification of programme choices in July 2022. At the postgraduate level, a number of new taught master’s degree programmes were launched during the year – covering the areas of experiential learning, innovative leadership and global studies in education. The year saw a 54% increase, compared with 2021-22, in the total number of applications received for taught master’s degree programmes.

香港教育大學 2022-2023 年報 15 Learning and Teaching 學與教 As the leading provider of teacher education, the University offered new programmes for pre-service and in-service teachers, in light of the prevailing teacher shortage facing the local school sector. Having been suspended for more than a decade, a 10-day professional development programme for home economics, technology and living was launched during the year, to be followed by the introduction of a Postgraduate Diploma in Education Programme (PGDE) in August 2023. Plans are also afoot to increase the intake for the PGDE in English language, in addition to the launch of the new professional development programmes in 2022-23, including mathematics and STEM education, as well as teaching geography with China elements. Competitive graduates EdUHK graduates remain well sought-after in the education sector, as evidenced by the encouraging results of the 2022 Graduate Employment Survey. Both BEd and PGDE graduates received record-high starting salaries of HK$33,516 and HK$35,259, respectively. In terms of employability, 95.4% of BEd and 96.5% of PGDE graduates had been employed or had chosen to further their studies within three months of graduation. The Education University of Hong Kong Annual Report 2022-2023 18 Research and Knowledge Transfer 研究及知識轉移 Record-high funding Amidst an increasingly competitive and challenging environment, the University secured record-high funding of over HK$23 million under the annual General Research Fund (GRF), and over HK$4 million under the Early Career Scheme (ECS). EdUHK once again came first in the discipline of education, in terms of success rate, the number of funded projects and the amount awarded. Together with the newly funded GRF and ECS projects, our academics are working on 187 ongoing projects with total funding of over HK$178 million in a wide range of disciplines and subjects, including education, psychology and linguistics, social and behavioural sciences, and humanities and arts. Under the French National Research Agency and the Research Grants Council (RGC) of Hong Kong Joint Research Scheme, the University was awarded funding of HK$1.95 million to support a project on Sinitic languages in the Greater Bay Area – one of only two projects to have received an award under the Scheme in 2022-23. The scheme was established by the RGC to attract the best and brightest students in the world to pursue PhD programmes at Hong Kong universities. Five EdUHK researchers, three of whom were PhD graduates at the University, received RGC Postdoctoral Fellowships. 香港教育大學 2022-2023 年報 19 Research and Knowledge Transfer 研究及知識轉移 Innovation and entrepreneurship accolades In applying its research output, the University continued to transfer knowledge and make impact through innovation and inventions. During the year, a total of 38 international innovation awards were garnered. These included EdUHK’s first-ever Gold Medal with Congratulations of the Jury in the Protection of the Environment – Energy category, at the 48th International Exhibition of Inventions in Geneva, which is widely recognised as the world’s most important event exclusively dedicated to inventions. The period also saw nine patents granted and 13 others filed to protect the use of 13 of the University’s innovations in fields such as linguistics, emotion recognition and neurology.
