Voluntary Health Insurance Scheme Research
The Hong Kong SAR Government’s proposed Voluntary Health Insurance Scheme (VHIS) is the most significant step towards health care reform to date. If implemented, the VHIS will bring major changes to the city’s health care financing system that has been in place for decades. To gain insight into the issue, a research team from The Hong Kong Institute of Education (HKIEd) conducted two rounds of telephone surveys to gauge public opinion on the reform. In the surveys, the team found that 60% of respondents supported the reform plan and close to 38% expressed the intention to join the VHIS.
