HKIEd Study: Health Care Reform Plan
A research team from The Hong Kong Institute of Education (HKIEd) conducted two rounds of telephone surveys to gauge public opinion on the HKSAR Government’s proposed Voluntary Health Insurance Scheme (VHIS) reform. The surveys were designed by the Department of Asian and Policy Studies (APS) at HKIEd. The first round was to measure the general public’s opinion on the reform and the respondents’ intention of joining the proposed VHIS. The second round focused on upper-income and middle-income respondents, the scheme’s target population. The team headed by principle investigator, Dr. Alex He Jingwei, an Associate Head and Assistant Professor with APS, aimed to inform the public with empirical evidence and policy recommendations.
