About the Speaker: Professor Anthony Cheung (張炳良教授)

Professor Cheung has an unusual background crossing over several domains – academic, civil society, politics and government.

He worked in the civil service for 12 years before joining the City University of Hong Kong in 1986, where he rose to be Professor and Head of Department. In 2008, he became President of the then Hong Kong Institute of Education and laid the foundation for the “Education-plus” vision, paving the way for the attainment of University title.

As a publicly-minded scholar, Professor Cheung has taken an active part in politics and civil society. He was a co-founder of the Democratic Party in 1994 and a legislator from 1995 to 1997, and has served on numerous statutory and advisory bodies, including appointment as a member of the Executive Council (2005-12) and Chairman of the Consumer Council (2007-12). In July 2012, Professor Cheung was appointed Secretary for Transport and Housing, overseeing one of the largest policy portfolios in Hong Kong.

Professor Cheung returned to academia in 2018 as Research Chair Professor of Public Administration, Department of Asian and Policy Studies, EdUHK and Visiting Professor at the Institute for Public Policy, HKUST. His research focuses on governance, public administration and Asian administrative reforms. He is author of over 100 journal articles and book chapters, as well as several authored and edited books.

 

About the Policy Dialogue Series:

The Policy Dialogue Series, first launched by the Department of Asian and Policy Studies (APS) of The Education University of Hong Kong (EdUHK) and now co-organized with the Division of Public Policy (PPOL) of The Hong Kong University of Science and Technology (HKUST), features Professor Anthony Cheung, former Secretary for Transport and Housing in Hong Kong, who is now associated with both universities. Previous dialogues covered Hong Kong’s political system and executive-legislative relations, “One Country Two Systems” and Hong Kong-Mainland relations as well as housing policies and politics. The coming sessions will focus on transport policies and politics, and crisis management.

The Policy Dialogue Series is interactive and encourages the participation of the EdUHK community. All are welcome!
