The Department of Asian and Policy Studies (APS) of The Education University of Hong Kong (EdUHK) held the second session of the Policy Dialogue Series on November 23, 2018. Anthony B. L. Cheung, Research Chair Professor of APS and former Secretary of Transport of Housing of the Hong Kong SAR Government shared his insights into the topic “Two Systems, Two Existentialisms”, with some 110 participants from the EdUHK, The Hong Kong University of Science and Technology, and The University of Hong Kong.
The dialogue presented different perspectives to illustrate why China adopted the ‘one country, two systems’ framework. Prof Cheung further explained how the Basic Law in Hong Kong defines the relationship between the central government in Beijing and the Hong Kong SAR. In his opinion, ‘Two Systems’ is not just about two different political and legal jurisdictional systems, but also extends to different ways of life, value systems/ideologies, and historical legacies.
The attendees enthusiastically participated in the dialogue and participants raised several to Prof Cheung on a variety of issues.
