Policy Dialogue Series: A Government without Party and Votes by Professor Anthony B.L. Cheung

The Department of Asian and Policy Studies (APS) of The Education University of Hong Kong (EdUHK) held the first session of the Policy Dialogue Series on September 21 2018. Anthony B. L. Cheung, Research Chair Professor of APS and former Secretary of Transport of Housing of the Hong Kong SAR Government shared his insights into the topic “A Government without Party and Votes”, with some 120 participants from the EdUHK, The Hong Kong University of Science and Technology, and the Chinese University of Hong Kong.

The dialogue was started by illustrating the constitutional structure of the Hong Kong SAR and a series of its dysfunctions. Prof Cheung, with his distinguished scholarship and long experience of public sector service, provided systematic overview and sharp diagnosis of the past and present of the government system of Hong Kong. He also generously shared his experience, as the former Secretary, with regard to several critical policy decisions made in his tenure.

The attendees enthusiastically participated in the dialogue and raised a dozen of questions to Prof Cheung on a variety of issues.
