The Department of Asian and Policy Studies and the Academy of Hong Kong Studies of The Education University of Hong Kong (EdUHK), together with the Division of Public Policy of The Hong Kong University of Science and Technology (HKUST), cordially invite you to attend the following Policy Dialogue Series featuring Professor Anthony Cheung, former Secretary for Transport and Housing (2012-17) and now Research Chair Professor of Public Administration at EdUHK and Adjunct Professor at HKUST, and The Policy Dialogue Series began in 2018-19 and is now in its fourth annual series.

 ‘One Country, Two Systems’: Retreat or reboot?


The year 2020 is a dividing line in Hong Kong’s development as a special administrative region (SAR) under the ‘One Country, Two Systems’ framework. In response to political disorder and social unrest, seen as a separatist challenge to national authority, the Chinese central government has imposed a national security law on Hong Kong and later revamped the electoral system to ensure that only ‘patriots’ administer the city. Amid growing local anxieties about the future and international concerns, Beijing and the optimists expect the ‘second transition’ to get the SAR out of the political conundrum. Pessimists, however, predict the city’s demise. It is critical time to consider the prospect of ‘One Country, Two Systems’ in the new era: Is it being bogged down in a path of retreat or can it open a new page for rebooting the once vibrant and self-confident metropolis?

About the speakers and moderator:


Professor Anthony Cheung (張炳良教授) is currently the Research Chair Professor of Public Administration with the Department of Asian and Policy Studies at EdUHK, an Adjunct Professor of the Division of Public Policy at HKUST. From 2008 to 2012, Professor Cheung was President of The Hong Kong Institute of Education, the predecessor of EdUHK. From 2012 to 2017, he was Secretary for Transport and Housing.


Professor Lui Tai-lok (呂大樂教授) is the Chair Professor of Hong Kong Studies, Director of the Academy of Hong Kong Studies and  Director of the Centre for Greater China Studies at EdUHK. From 2014 to 2021, he was the Vice President (Research and Development) at EdUHK.


Dr Henry Ho Kin-chung (何建宗博士) is the Founder and Chairman of One Country Two Systems Youth Forum (一國兩制青年論壇),  member of the Basic Law Promotion Steering Committee and Council Member of the Chinese Association of Hong Kong and Macao Studies. He was previously a Political Assistant to the Secretary for Development, and full-time researcher and part-time member of the Central Policy Unit.


Dr Lee Siu-yau (李肇祐博士) is the Acting Head and Associate Professor of the Department of Asian and Policy Studies at EdUHK.


About the Policy Dialogue Series:


In the 2021-22 academic year, the two universities will cooperate again to host five policy dialogue sessions. Professor Anthony Cheung will be joined by other speakers in the relevant fields to explore some critical issues and public policy challenges facing Hong Kong, as follows:

In light of the implementation of public health measures mitigating the spread of the COVID-19 disease, the Policy Dialogue Series will adopt an online mode via Zoom.
