2013 November

It detailed the history of ICAC and interviewed Dr. Alfred Wu Muluan, Lecturer at the Department of Asian and Policy Studies, on its success.  Dr. Wu explained how its Operations Department, Corruption Prevention Department and Community Relations Department worked together and how ICAC deliver specific anti-corruption messages to specific groups of people. He said the low tolerance level to corruption of the public and the swift response of the ICAC to reports and its close cooperation with other disciplinary forces such as police and the customs had culminated to its success. Dr. Wu also explained that ICAC reports to the CE directly but if there was anything wrong relating to the CE, the ICAC still had the power to investigate and the case involving former CE Donald Tsang was an example. And there were four advisor committees to oversee the work of ICAC to achieve check and balance. The article was later carried by many mainland media such as Global Times and Life News.
