Call for Papers – Papers for the Fifth International Conference on Social Policy and Governance Innovation

The Fifth International Conference on Social Policy and Governance Innovation: Towards Collaborative and Balanced Public Policy


The School of Public Administration, South China University of Technology (SCUT), the Department of Asian and Policy Studies, the Education University of Hong Kong (EdUHK), and the Faculty of Social Sciences, Lingnan University (LU) cordially invite paper submissions for the Fifth International Conference on Social Policy and Governance Innovation to be held on October 27-28, 2018, in Guangzhou, China.

Launched in 2012, the annual International Conference on Social Policy is a flagship research initiative between SCUT and EdUHK. Past conference themes have included social equality and cohesion, policy learning and transfer, inclusive and smart growth in urbanization, and public management innovations in Asia. Themed as “towards collaborative and balanced public policy”, the conference this year aims to facilitate scholarly discussion on collaborative governance and social-value-oriented policy development. We particularly encourage synergy between policy research and practice from an international and comparative perspective.

Prominent international and Chinese academic journals, including Public Administration and Development (SSCI), Policy and Society (SSCI), Journal of Asian Public Policy (ESCI), Chinese Public Administration (CSSCI), and the Journal of Public Management (CSSCI) will serve as support journals of this conference.


We invite papers to the following sub-themes:

  • New perspectives of policy theories and methodology
  • The sharing economy and collaborative governance
  • Public well-being and social administration
  • Big data and smart city
  • Sustainable development and governance
  • Local governance and innovation in community management
  • Social security and assistance
  • Public health and health care reforms
  • Public service innovation
  • Labor relation and inclusive development

Those wishing to present at the conference should submit a 250-300 word abstract (in MS WORD format) to by July 1, 2018. Please include the following information: (1) title of paper; (2) author name(s); (3) institutional affiliation; (4) email address. Selection results will be announced by August 1, 2018.

Please note the following key dates:

  • Deadline for submission of full papers: September 1, 2018
  • Conference registration: October 26, 2018
  • Conference: October 27 (whole day) and 28 (morning), 2018


No registration fees will be charged. Only one coauthor per paper will be invited to the conference. The host will provide meals during the conference, while accommodation will be provided to selected participants.
