APS faculty publish article about Hong Kong COVID-19 response

Two faculty members at the Department of Asian and Policy Studies – Assistant Professor Kris Hartley and Professor Darryl S.L. Jarvis – recently published a peer-reviewed article in the journal Policy and Society entitled “Policymaking in a low-trust state: legitimacy, state capacity, and responses to COVID-19 in Hong Kong.” The article explores the relatively successful experience of Hong Kong in managing the COVID-19 crisis, with particular attention to the crucial early role of community mobilization as independent of government action. The article is part of a special journal issue about COVID-19 policy responses, with articles by leading policy scholars addressing cases from around the world including Canada, Israel, Italy, Singapore, South Korea, Sweden, Turkey, and the United States.
