About the Seminar:
This presentation reports on the findings from the first phrase of the project funded by the RGC through the ECS scheme. It analyses the enactment of the policy which alows for the outsourcing of the core curriculum delivery using government funds. Although state-funded outsourcing of education provisions to private providers have been on the increase in Hong Kong and beyond, their effects often remain unchallenged or hidden. The paper discusses relevant regulations and their territory-wide implementation, drawing on a study of school-generated fund reports collected in a sample of 138 secondary schools in Hong Kong. The outsourcing of English language education was partly introduced to improve the quality of education, but the data on school-level implementation revealed problems with the quality of the outsourced programmes, as well as issues of equity.
