Consultancy Experience
Professor Cheung has extensive consultancy experience in the Hong Kong financial sector. He has served as a project coordinator for the Consumer Council in its examination of the Hong Kong Banking sector, which led to the first phase of interest rate deregulation in Hong Kong in 1994. He was the Chairman of Core Group on Corporate Governance, Pacific Economic Cooperation Council and was responsible for drafting the PECC's guidelines on good corporate governance practice for Asia-Pacific economies. These guidelines were endorsed by the APEC ministers for implementation and were welcome by the APEC leaders in Shanghai in 2001. He has provided consultancy services to the Asian Development Bank, United Nations ESCAP, Securities and Futures Commission of Hong Kong, Financial Services Bureau, Stock Exchange of Hong Kong and SG Securities (HK) Ltd.

Teaching
Professor Cheung has designed three master programmes; the MSc in Banking and MSc in Financial Engineering are self-financing programmes and the MSc in Finance is funded by UGC. The banking programme was offered exclusively to Hong Kong Monetary Authority's executives for the first two years. The financial engineering programme was the first of its kind in Asia. He was responsible for producing the stock option training material and organised the stock option training programme for the Stock Exchange of Hong Kong in 1995.

Community Services
Professor Cheung is the Chairman of Social Innovation and Entrepreneurship Development Fund Task Force, Supervisory Committee of the Asian Bond Fund (ABF) Hong Kong Bond Index Fund of the Hong Kong Monetary Authority; and Nursing and Midwifery Sub-Group of Steering Committee on Strategic Review on Healthcare Manpower Planning and Professional Development. He is a Member of Commission on Poverty, Exchange Fund Advisory Committee (EFAC), Governance Sub-Committee (GSC) of EFAC, Steering Committee on Strategic Review on Healthcare Manpower Planning and Professional Development and Products Advisory Committee of SFC. He is also an Independent Non-executive Director of the RoadShow Holdings Ltd. He was awarded the Bronze Bauhinia Star in 2009, and was appointed as Justice of the Peace in 2007 by the HKSAR government.

Professor Cheung was Chairman of Hong Kong Committee for Pacific Economic Cooperation (HKCPEC) from 2012 to 2016, Consultation Panel of the West Kowloon Cultural District Authority from 2009 to 2013, Advisory Committee on Enhancing Self-Reliance Through District Partnership Programme (ESR), HKSAR from 2006 to 2012; and Member of Minimum Wage Commission, HKSAR from 2011 to 2013, Commission on Strategic Development, HKSAR from 2007 to 2012, Independent Police Complaints Council (IPCC), HKSAR from 2009 to 2012, Operations Review Committee and Witness Protection Review Board of Independent Commission Against Corruption (ICAC) from 2008 to 2013. He also served as an Ex-officio Member and a Non-official Member of Social Enterprise Advisory Committee of HKSAR from 2010 to 2012 and from 2012 to 2013 respectively. Professor Cheung was a part-time member of advisory board of the Central Policy Unit of the HKSAR Government.

Evidence from Corruption Cases Worldwide” at the Seminar on The Development and Management of Anti-Corruption Systems in Hong Kong and Mainland China. The Seminar was hosted by ICAC Centre of Anti-Corruption Studies in collaboration with three anti-corruption research institutes under the Chinese Academy of Social Science (中國社會科學院), Peking University (北京大學) and Beijing Normal University (北京師範大學), and it served as a platform for academics and practitioners, in both Hong Kong and Mainland China, to share and exchange insight and experience in combating and preventing corruption in the public as well as the private sectors.

Third Asia Development Forum: Asia's Future Economy

Discussant of the above workshops. The workshops were organised by the World Bank Group in Bangkok, Thailand. This forum, the third in a series aimed at topical economic themes and issues of importance and concern to the region as a whole, was designed to build on the success of two previous such conferences for the development community, starting with the Manila ADF in 1998 and moving on the Singapore ADF in 2000. Each forum revolves around a series of policy seminars and workshops as well as keynote addresses by prominent speakers on development issues drawn from governments, multilateral development agencies, universities, think-tanks and civil society. They engender a sharing of policy experiences, best-practice approaches, ideas, innovations and thought-provoking concepts.

APEC Corporate Governance Policy Dialogue
Discussant of the above meeting (on behalf of the Taskforce on Peer Assistance and Review Network, Pacific Economic Cooperation Council) in Singapore. The dialogue took place back-to-back with the 3rd OECD/WB/ADB Asian Roundtable on Corporate Governance which held from April 4-6. The APEC dialogue session examined implementation issues of corporate governance, in particular the policy responses and government action needed to create incentives for good corporate governance, while the OECD Asian Roundtable will focus on the technical aspects of corporate governance reforms. The policy dialogue focused on two main themes: 1) creating the incentives for good corporate governance, and 2) monitoring, enforcement and the legal framework to foster sound corporate governance.
