Mr. Chong Yiu Kwong on TIS' suspension of secondary classes

Many local dailies reported that Think International School (TIS) decided to discontinue its secondary classes at Kwong Lee Road campus of Tsung Tsin Middle School (TTMS). The around 60 students affected need to find a place in other schools.

TTMS principal said these students can shift to the IGCSE courses jointly run by TTMS and Oxford International College at Kwong Lee Road campus and as of 15 November evening, six to seven students have registered for the IGCSE courses.

Apple Daily reported that TIS had been responsible for collecting tuition fees of students in the secondary classes, which means it has allegedly breached an article under the Education Regulations that prohibits the collection of school fee without the permission of the EDB.

Mr Chong Yiu Kwong, Senior Lecturer at the Department of Education Policy and Leadership of EdUHK, was quoted as saying that as the classes belong to TTMS, TIS should not collect tuition fees from students without the EDB's permission; and if TTMS allowed TIS to do so, it may be held responsible for conspiring and assisting others to commit a criminal offence.

Many local dailies reported that Tsung Tsin Think Academy (TTTA), which was shut down by the Education Bureau earlier due to its failure to properly register the school’s name, decided to continue to run secondary classes in the name of Tsung Tsin Middle School (TTMS). However, Tsung Tsin Middle School principal Tung Fuk said only half of about 60 affected secondary pupils showed up when classes resumed yesterday (19 November).

Besides, Apple Daily found the courses jointly run by TTMS and Oxford International College might have violated the laws. Mr Chong Yiu Kwong, Senior Lecturer at the Department of Education Policy and Leadership, was quoted as saying that the Education Ordinance's definition of schools is quite broad. Oxford International College may face legal risks if it has joined the operation of the school and management of some programmes.
